According to Project Management Board 2 (Soc Trang province) - Investor of the Chau Doc - Can Tho - Soc Trang Expressway Component 4 Project through Soc Trang province (Project) - construction progress to date has reached 14.2% of the contract value, 9.3% behind schedule. The 4 bid packages of the Project have reached 11.6 - 19.7% of the contract value.
Soc Trang Province has also put into operation 6 river sand mines as fill materials for the Project. Up to now, nearly 212,300m3 of sand have been brought to the construction site. The maximum volume of sand expected to be supplied to the Project by June 2025 is 2.03/6.6 million m3 of sand.
As for the B1.3 sea sand mine, the province has issued a confirmation board. The Ministry of Natural Resources and Environment is submitting it to the Prime Minister for direction so that the Ministry can hand over the sea area to Construction Corporation No. 1 for exploitation.
The investor also recommended that the Department of Natural Resources and Environment of Soc Trang province consider increasing the exploitation capacity of 2 sand mines (MS01, MS04) to the maximum and promptly implement the exploitation procedures of mine MS11 to promptly supply sand for the Project.
At the same time, it is recommended that the Department of Natural Resources and Environment consider advising the Provincial People's Committee to transfer the B1.2 sea sand mine currently supplying the Can Tho - Ca Mau expressway project to supply Component Project 4 of the Chau Doc - Can Tho - Soc Trang expressway construction investment project, phase 1.
On November 13, at the inspection of the implementation status and progress of the project, Standing Vice Chairman of the People's Committee of Soc Trang province Lam Hoang Nghiep requested that contractors increase human resources and equipment, urgently speed up construction progress; supplement mining and transportation equipment to exploit the approved capacity of sand mines. Relevant departments and branches need to speed up procedures for exploiting the remaining sand mines... to ensure disbursement of all allocated capital in 2024.
On October 18, the People's Committee of Soc Trang launched a competition to accelerate the construction progress of key projects of the province (including the Chau Doc - Can Tho - Soc Trang Expressway Component 4 Project) to achieve achievements to welcome the Party Congresses at all levels, term 2025-2030.
For Component Project 4, strive to achieve an average output of VND 250 billion/package by December 31, 2024, disbursing at least 95% of the Central Budget capital assigned in 2024. By December 12, 2025, achieve an average output of VND 1,000 billion/package, disbursing at least 95% of the Central Budget capital assigned in 2025.
