The project to renovate and upgrade National Highway 28B with a length of 68km is located in Lam Dong province. This is the shortest route connecting Phan Thiet to the administrative center of the province (old Da Lat city), so traffic volume increased after the merger of provinces.
Up to now, the site clearance (GPMB) work along the construction route has been handed over 62km, the remaining 6km.

These days, it is noted that there are many uneven construction locations in the leather-shaped construction area of the project in Luong Son commune.
For example, at km5+800, the sidewalk was leveled to widen, only the markers were used to separate the asphalt road surface and the sidewalk under construction.
At Suoi Tre bridge area at km4+230, the bridge surface is being widened, with construction signs but no workers.
About 1km away at km3+200 is the location where the road surface is being widened. The roadbed is widened in the sidewalk, scraped lower than the asphalt road but only has markers, no ropes. Vehicles running close to the edge of the road.

Similarly, at Song Luy Bridge (km0+777), one side of the bridge is under construction. There is 1 worker welding iron on the bridge and an excavator at the construction site.
The location across the bridge is only enough for 1 car, so the vehicles in both directions stopped to avoid each other, without workers to regulate traffic. It is worth mentioning that many locations on the road are covered with potholes, buffalo holes and dust.

On September 10, a working group led by Vice Chairman of Lam Dong Provincial People's Committee - Vo Ngoc Hiep inspected the progress of site clearance and construction of National Highway 28B project.
After inspecting the route, Mr. Hiep commented that the site clearance work is mainly backlogged in Luong Son commune, the progress of overpasses is slow.
Units have tried, made efforts to construct, and made more progress, but there is a situation on the entire route where synchronous construction has not been organized at some locations that can be constructed.

According to the Department of Construction of Lam Dong province, the construction units on the route have not been focused on, adding machinery and human resources to complete and neatly construct at the construction site.
Some construction sections are spread out in stormy weather conditions, which will affect the quality of the project and risk traffic safety on the route.
A representative of Project Management Board 5 said that some locations have been cleared, but people have come out to obstruct construction at km3, km6, km18. At the same time, it is recommended that the locality urgently approve the compensation plan for land acquisition early, to disburse land acquisition capital, creating consensus among the people.

According to the leader of the People's Committee of Luong Son commune, the most difficult part of the site clearance is the 1km section from National Highway 1 to Song Luy bridge. This is an area with a large concentration of people doing business, but the current compensation land price has caused people to disagree, so an appropriate level of support is needed.
In order for the project to reach the finish line by the end of December 2025, Vice Chairman of Lam Dong Provincial People's Committee - Vo Ngoc Hiep requested the locality to increase the mobilization of people to agree to hand over the site for construction, and the site must be handed over by the end of September. Compensation must be paid to the people by October 15, no later than October 31. On the area where the site has been handed over, the units must immediately organize the construction. In addition, it is necessary to review the progress of contract implementation with contractors.
