Beltway 2.5 (Dam Hong - National Highway 1 section) is a project approved by Hanoi People's Committee in 2002, with site clearance decided in 2010. The project is invested in the form of BT contract.
The project is about 2.1km long, designed to be 40m wide, with a 7.5m wide sidewalk. The total investment is about 1,300 billion VND.
After 14 years of implementation, by the end of 2023, Hoang Mai district authorities will have completed site clearance for the last 14 households within the project scope.
However, after that, the construction site remained motionless as it had been for many years and there was no sign of construction even though 95% of the volume had been completed.
Every time the project to build the road in front of his house is mentioned, Mr. Nguyen Hoang Minh (Dinh Cong ward, Hoang Mai) shakes his head in disappointment, "I don't understand how people do business that it takes so long to build."
"We cannot be satisfied when the construction of a key project is delayed for more than 10 years. I hope the government will soon have a definitive solution," said Mr. Minh.
The representative of the investor, Hoang Ha Construction Company Limited, said that, up to now, the site clearance work has been basically completed. The project has favorable conditions to implement construction and complete the remaining part.
However, investors are still waiting for the Hanoi People's Committee to extend the BT contract implementation period.
"If the problem is resolved soon, the investor commits to arranging sufficient capital to carry out the project's work according to regulations. It is expected that the project will be completed in a few months and handed over to the city," said the investor's representative.
Previously, in March 2023, the Hanoi Traffic Construction Investment Project Management Board sent Document No. 494 to the Hanoi People's Committee regarding the temporary extension of the contract.
By May 2023, the Department of Transport also issued Document No. 472 proposing the Hanoi People's Committee to approve the policy of temporarily allowing the signing of an appendix to the BT contract to ensure continuity and legality, creating a basis for the investor to complete the project. However, to date, Hanoi has not completed this procedure.
