Hanoi - The main road of more than 3km is expected to start construction in June 2025, after many years of land clearance problems.

The project to upgrade and expand Linh Nam road (Hoang Mai district) was approved by the Hanoi People's Committee in 2013, with a length of more than 3km, starting at Tam Trinh intersection and ending at Nguyen Khoi dike intersection.

By August 2024, the Hanoi People's Committee had approved an adjustment to the implementation time of the project to upgrade and expand Linh Nam road according to the plan, to be completed in 2027.

The reason for the adjustment is due to difficulties and obstacles in site clearance (GPMB), leading to the project not ensuring progress.

According to the People's Committee of Hoang Mai District, to implement the project, it will have to be recovered over 98,000m2 of land, involving 829 households and 19 organizations in 4 wards: Mai Dong, Vinh Hung, Linh Nam and Tran Phu.

Hoang Mai District assessed that the volume of land acquisition was not too large, but the difficulty was due to incomplete and difficult to verify records and documents related to land origin and constructions on people's land.

In many cases, the person whose name is on the land use right certificate does not live in the area, has even died, and his children and grandchildren live abroad, making it difficult to contact and appoint the owner.

Currently, the city has approved land prices, but the State's compensation, support and resettlement policies have changed, so the progress is being delayed.

Previously, the People's Committee of Hoang Mai District has divided into 4 milestones to deploy land clearance, first conducting project information work for people related to land clearance 5.10.2024; Completing the payment of compensation and support for individuals and organizations before the Lunar New Year (January 29, 2025); Completing land clearance work in the first quarter of 2025 and starting the project in June June.

Up to now, land clearance is geared towards the third landmark and is now slow compared to the plan of about 1 month.

Of the 4 wards where the project is passed, the most difficult project of the project is the land clearance work in Vinh Hung ward, the large area of ​​recovery (over 26,000m2), involving about 325 households (including 337 plots) and 3 organizations, the land origin and property on the land is difficult to verify, due to the outstanding land management in the past.

Up to now, Vinh Hung Ward has issued a proposal and the People's Committee of Hoang Mai District has issued 200 notice of land acquisition; Processing records of 135 plots, including 21 plots up to now, has not come to the ward to provide documents.

Secretary of the Party Committee, Head of the Steering Committee for compensation, support and resettlement of Vinh Hung ward Nguyen Phuong Quynh said that with the remaining 21 households, the ward People's Committee assigned each official to continue reviewing, verifying information and holding meetings for each case, striving to complete before 15.5.

In order to accelerate the land clearance, Hoang Mai District People's Committee proposed the Hanoi People's Committee to compensate, compensate and resettlement in the direction of creating the most favorable conditions for the people, striving to start the project in June 2025.
