The investment project to build the Ring Road 4 in the Capital Region, the section passing through Ha Dong District (Hanoi) is about 5.5km long, the total land area that needs to be cleared is about 68.16ha, located in 4 wards: Phu Lam, Phu Luong, Dong Mai and Yen Nghia.
Up to now, the People's Committee of Ha Dong district has appraised and approved the compensation and support plan for the 66.7ha of land of 1,665 organizations and households in the Ring Road 4 project implementation planning. The total approved amount is 778.05 billion VND, reaching 97.6% of the plan.
Along with approving the compensation and support plan for land, the People's Committee of Ha Dong district has also issued decisions approving the compensation and support plan for electricity, water, and telecommunications items with a total value of 78.12 billion VND. Of which, the electricity item is 29.69 billion VND; water is 33.8 billion VND; telecommunications is 14.63 billion VND.

Regarding the relocation of graves, Ha Dong district has relocated 1,578/1,583 graves and handled newly arising graves. Currently, there are 4 burial graves that have not been completed for 3 years and 1 newly arising ownerless grave waiting to be handled.
In the process of developing a compensation, support and resettlement plan according to the provisions of the 2024 Land Law (effective from August 1, 2024), Ha Dong district encountered a number of difficulties and problems related to determining land prices. The District People's Committee promptly reported to the authorities for resolution.
Currently, Ha Dong district continues to propagate and mobilize the remaining cases to promptly hand over the site for the project.
For cases of intentional non-receiving compensation and not handing over the site, the District People's Committee will draw up a record, issue a decision on enforcement and organize compulsory land recovery in accordance with legal regulations.
In addition to Ring Road 4, Ha Dong District is also implementing steps to reclaim land and clear land to implement the project to expand National Highway 6 through the area, with a length of nearly 6km.
According to the People's Committee of Ha Dong District, component project 1.1 - compensation, support and resettlement for site clearance has a total estimated investment of about VND 3,886 billion, capital from the city budget and the central budget.
The total land area to be recovered for the project is about 26.46 hectares, involving 1,146 households and individuals. The number of households expected to be resettled is about 317 households.
To carry out the site clearance for the project to upgrade and renovate National Highway 6 through Ha Dong district, up to now, the Ha Dong District Investment and Construction Project Management Board has coordinated with the People's Committees of wards with recovered land to complete the measurement work on site.
Accordingly, Bien Giang ward has 360 plots of land; Yen Nghia ward has 378 plots of land; Dong Mai ward has 266 plots of land; Phu Lam ward has 56 plots of land and Phu La ward has 6 plots of land within the boundary, limiting land acquisition.

The Ha Dong District Construction Investment Project Management Board has worked with the Hanoi Land Registration Office and the People's Committees of wards whose land was recovered to implement the project to agree on the measurement records.
Along with that, the Project Management Board has sent documents related to compensation and support policies and site clearance to households whose land has been recovered and the wards have organized the dissemination of compensation and support policies for all organizations and individuals whose land has been recovered.
In order to accelerate the site clearance, the People's Committee of Ha Dong District said that in the coming time to continue directing the relevant wards and units to coordinate with the consulting unit to complete the measurement, sign the expected records in April 2025 and transfer the file to the branch of the Land Registration Office of the District Land Evaluation of Technical Dossiers of the Land Par parcel.
