Component project 2.1 builds a parallel road to Hanoi's Ring Road 4, about 57km long, passing through localities including Soc Son, Me Linh, Dan Phuong, Hoai Duc districts, Ha Dong district, Thanh Oai and Thuong Tin districts.
According to Lao Dong's records at the project site in early November 2024, 4 construction packages were simultaneously deployed by contractors on the handed-over area with 32 construction points (23 road points, 9 bridge points).
The contractor is implementing weak ground treatment, bridge construction and semi-hollow asphalt concrete pavement items.
According to the Hanoi Traffic Construction Investment Project Management Board, by the end of October 2024, component project 2.1 had achieved an output of about 36.86%.
However, currently, there are many interruptions and "poor" points along the route (about 19 sections have not been handed over with a length of about 4.38km).
In Package No. 9 - the largest package of the Ring Road 4 project, the contractor's construction scope still has 12 points of land acquisition problems, including 10 points in Hoai Duc and 2 points in Dan Phuong. The constructions blocking the land are mainly residential areas, factories, underground and above-ground technical infrastructure.
"The local site clearance progress is slowing down, which could affect the contractor's construction progress, while Hanoi requires the entire parallel route to be completed by 2025," Nguyen Hoang Hai, Commander of Package 9, told Lao Dong.
Similarly, some sections of the site in package No. 8, building a parallel road through Soc Son and Me Linh districts; package No. 10 through Ha Dong and Thanh Oai districts and package No. 11 through Thuong Tin have not been handed over to the contractor by the locality.
Many problems waiting to be solved
According to the Hanoi Traffic Construction Investment Project Management Board, the site clearance work for the section of Ring Road 4 passing through Hanoi has been approved and the land acquisition has reached 98.15%, with the remaining 14.77 hectares having not yet completed site clearance. Grave relocation has reached 97.65%.
Regarding land clearance for residential land, currently, the remaining land volume is mainly residential land in 5 districts: Ha Dong, Me Linh, Dan Phuong, Hoai Duc, Thanh Oai facing difficulties due to problems in applying the 2024 Land Law and current regulations.
Besides, there are difficulties in determining the origin of the land, and the big difference between the starting and ending prices. For example, in Thanh Oai, people do not agree; Dan Phuong has not approved the price.
Regarding land clearance for agricultural land, agency land, and other land, currently the volume of land with unapproved plans is mainly concentrated in Ha Dong district and part of Hoai Duc district.
The reason is due to difficulties in determining the origin of land, determining the depreciation period of business assets...
The Project Management Board believes that in order to complete the parallel road project in 2025, site clearance work must be completed by localities in 2024.
The agency affirmed that it will coordinate with departments, branches and localities to focus on resolving difficulties, strive to complete the relocation of underground and above-ground technical infrastructure items in the fourth quarter of 2024, complete site clearance and hand over the entire site of the section through Hanoi in 2024.
