Regarding the implementation of the Ring Road 4 project in the Capital Region, the Hanoi Traffic Construction Investment Project Management Board said that by the end of October 2024, Hanoi had approved and recovered 98.15% of the land area, completed all 13 resettlement areas and arranged resettlement for 337/818 households.
Hanoi strives to complete site clearance in 2024 and complete the relocation of underground and above-ground technical infrastructure items in the fourth quarter of 2024.
Regarding the progress of component project 2.1, 4 construction packages have been simultaneously deployed by contractors on the handed over land area with 32 construction points (23 road points, 9 bridge points).
The contractor is handling the weak ground, constructing the bridge and the semi-hollow asphalt concrete pavement. The output to date has reached about 36.86%. The parallel road section through Hanoi is expected to be completed in the fourth quarter of 2025.
Regarding the progress of the Beltway 4 project through Hung Yen, the locality has reclaimed land and handed over 95.1% of the site, and moved 99.3% of the graves.
Hung Yen has also completed 7/11 resettlement areas, striving to complete the remaining 4 resettlement areas, and hand over resettlement land to households before November 20, 2024.
Component project 2.2 has organized 8 construction teams. Construction output reached about 21.57% of contract value and 95% of approved progress.
In Bac Ninh, the site clearance work has reached 97.28%. However, the locality has only completed 2/11 resettlement areas, striving to basically complete and organize resettlement for affected households in the first quarter of 2025.
Component project 2.3 has 22 construction sites. The construction output of 3 packages is about 9% of the planned value.
The 4th Ring Road of the Capital Region is implemented through 7 component projects, operating independently. Of which, Hanoi implements 3 component projects: Compensation, support, and resettlement; Construction of parallel roads (urban roads) in Hanoi and investment in the construction of the expressway system under the PPP method.
Hung Yen and Bac Ninh provinces are each responsible for two component projects: Compensation, support, resettlement and construction of parallel roads (urban roads) in each province's territory.
The project has a total investment of over VND85,813 billion, of which the Ring Road 4 expressway is invested in the form of PPP with an investment of VND56,500 billion.
Construction started in June 2023, with the parallel road scheduled to be completed in 2026 and the expressway scheduled to be completed in 2027.
When completed, the project will contribute to relieving traffic congestion, connecting provinces and creating new development space for the entire capital region, including Hanoi, Hung Yen and Bac Ninh.
