On January 16, in the joyful atmosphere of welcoming the 2026 Binh Ngo Spring, towards the 14th National Congress of the Party, Thu Lam commune (Hanoi) held a groundbreaking ceremony for the project to build a road from the new National Highway 3 service road to Phu Khe ward (Bac Ninh province).
The project is implemented within the framework of the 2026 Public Investment Plan of Thu Lam commune, and at the same time responds to Plan No. 344/KH-UBND dated December 16, 2025 of the Hanoi City People's Committee on organizing the commencement and inauguration of large-scale works and projects to celebrate the 14th Party Congress. When completed, the road will contribute to completing the transport infrastructure network, creating motivation to attract investment, promoting urban development and improving the quality of people's lives.
The project has a total investment of more than 278 billion VND from the city budget, implementation time for the 2025-2028 period. The road is about 1.84km long, the starting point intersects with the new National Highway 3 service road, the ending point adjacent to Phu Khe ward (Bac Ninh province). The project is invested synchronously according to the plan, with items including: foundation, road surface with a cross-section of 13–40m; rainwater and wastewater drainage system; technical ditch; water supply; lighting; green trees and traffic organization.
According to the Thu Lam Commune Infrastructure Investment Project Management Board, the investment preparation process was implemented methodically and in accordance with regulations. The project was approved for investment policy by the Hanoi City People's Council in Resolution No. 14/NQ-HDND dated July 4, 2023; Dong Anh District People's Committee (old), now Thu Lam Commune People's Committee, approved the investment project.
After the two-level local government model was implemented, Thu Lam Commune People's Committee was assigned to be the investor and receive the project. Up to now, the legal procedures, design, and contractor selection have been completed, meeting the conditions for commencement according to regulations.
On behalf of the people of the villages in the project area, Secretary of Co Chau Village Party Cell Nguyen Van Thuan said that people expressed excitement and high consensus. The road is identified as an "important artery", meeting the long-standing expectations of the people, contributing to opening up opportunities for socio-economic development, improving living standards and strengthening regional linkages. People are committed to closely coordinating in site clearance, community supervision and project protection.
With the attention and direction of the city, the determination of the Party Committee and government of Thu Lam commune, and the consensus of the people, the project is expected to be completed on schedule, ensuring quality, soon promoting efficiency, creating development momentum for the Northern part of the Capital.
