According to the agreed plan between the sectors, the construction will be divided into 3 sections, applying measures to block roads, narrow lanes and organize traffic guidance to ensure safety for people and vehicles.
Section 1: From December 12 to 14 (23am - 5am), vehicles are prohibited from traveling on Xuan Thuy Street in both directions at the sections from Xuan Thuy - Pham Hung intersection to Lane 181 Xuan Thuy; and from Phan Van Truong - Xuan Thuy intersection to Xuan Thuy - Pham Hung. The limitation is to serve the dismantling and relocation of the existing pedestrian bridge structure. The Department of Construction requires the installation of a full system of signs, warning lights and the arrangement of traffic flow forces at both ends of the construction site.
Phase 2: From December 11 to 21, the contractor will construct the bridge foundation at gate No. 2 of Hanoi National University of Education. Part of Xuan Thuy Street in both directions will be narrowed by 3.5m, with a barrier range of about 15m long, keeping 7m of the road surface for vehicles to circulate. Road narrowing signs, night warning lights and regulators are maintained continuously.
Section 3: From December 24 to 27 (23h - 5am), the installation of pedestrian bridge girders will require prohibiting vehicles from passing through many sections on Xuan Thuy Street, especially from Xuan Thuy intersection - Lane 181 to Xuan Thuy - Tran Quoc Vuong; and from Phan Van Truong to Pham Hung. The authorities also arranged remote signs at locations such as Xuan Thuy - Pham Hung, Xuan Thuy - Cau Giay, Tran Quoc Vuong - Xuan Thuy... for vehicles to proactively choose the direction of travel.
The Department of Construction assigned specialized units to closely monitor the traffic situation and promptly adjust the plan in case of congestion. The Traffic Police Department - Hanoi City Police will organize remote traffic guidance and handle violations at the construction area.
The People's Committee and the Cau Giay Ward Police are requested to widely notify the people and coordinate to guide the vehicles throughout the construction period. The contractor is responsible for arranging forces to be on duty, installing a complete traffic safety system, and being responsible for any unsafe incidents, congestion or damage to infrastructure during the project implementation.
