On the evening of March 10, the Hanoi Department of Construction said that it had issued a construction permit, approving the plan to barricade and organize traffic on the Au Co - Nghi Tam road to serve Component Project 2 of investing in the construction of Tu Lien bridge and approach roads at both ends of the bridge.
According to the plan, the barricading is implemented according to two different timelines. Specifically, on Au Co street, the barricading time is from March 10, 2026 to April 30, 2027. On Nghi Tam street, the barricading is implemented from April 1, 2026 to April 30, 2027.
On Au Co street, the section from house number 17 to Au Co - Nghi Tam intersection will be permanently fenced on both sides of the median strip, about 142m long, 13–14m wide. After barricading, the remaining road surface width on each side is about 6-7.5m for vehicles to circulate.
On Nghi Tam street, the section from the Au Co - Nghi Tam intersection to the 276 Nghi Tam gateway is barricaded and fixed on both sides of the median strip with a length of about 300m and a width of 14-15m. After barricading, the road surface on each side is about 4.5-7m, causing traffic space to be narrowed.
Functional agencies will also install additional signs prohibiting stopping and parking vehicles within the construction barrier area. On the people's road outside the dike (direction to Nhat Tan bridge), install no-parking signs at intersections with alley 276 Nghi Tam, alley 310 Nghi Tam and alley 34 Au Co.
For cars and motorbikes that need to go towards Nhat Tan bridge, functional agencies encourage entry into gateway 276 or 310 Nghi Tam, moving on the people's road to gateway 34 Nghi Tam or going straight to Tu Lien street to reduce the load on the barricade area.
Machinery and vehicles serving construction are only allowed to circulate within the project area from 10 pm the previous day to 5 am the next morning.
To limit congestion, functional agencies recommend that vehicles, especially passenger cars and trucks, should choose alternative routes when traveling between Noi Bai airport and the city center. Route through Vo Nguyen Giap - Truong Sa - Nguyen Van Cu street to cross Chuong Duong bridge or continue through Vinh Tuy bridge, Thanh Tri bridge. Vehicles can also go in the direction of Vo Nguyen Giap - Nhat Tan bridge - Vo Chi Cong - Hoang Hoa Tham to enter the inner city area.
The Hanoi Department of Construction requests the investor and contractor to arrange traffic guidance forces 24/24h, fully install traffic signs and night warning lights, and at the same time implement measures to reduce dust and noise to limit the impact on the lives of people in the area.
During holidays and Tet, the construction unit must clear barriers, machinery, and restore the ground to ensure smooth traffic.
