Hanoi is about to complete the clearance of nearly 1,600 households to open roads

Hanoi - Hoang Mai District strives to complete site clearance for the Tam Trinh road construction project in 2024 but still faces some problems waiting to be resolved.

After many years of stagnation, the Tam Trinh road construction project (Hoang Mai district, Hanoi) has now been implemented by the contractor in some sections where the ground has been cleared.

The project is 3.5km long, starting at Minh Khai intersection, ending at Ring Road 3 intersection, passing through 3 wards including Mai Dong, Hoang Van Thu and Yen So.

To implement the project, Hoang Mai district will reclaim land (after adjusting the boundary) of about 54,009 square meters, involving 1,590 households and 20 organizations.

In July 2024, the People's Committee of Hoang Mai district issued a detailed plan for site clearance on Tam Trinh street, striving to complete the approval of compensation and support plans in September 2024.

Up to now, Hoang Mai district has approved all plans of organizations, nearly 400 plans related to households and individuals.

Hoang Mai District Land Fund Development Center and wards have conducted investigation, counting, and verification of time, origin, and land use process for the remaining cases.

The reason why Hoang Mai district cannot complete site clearance in September 2024 is because from August 1, 2024, when the 2024 Land Law is implemented, some procedures and policies on compensation, support, resettlement, and land recovery will change.

According to the representative of the People's Committee of Hoang Mai district, up to now, the People's Committee of Hanoi has not issued a decision on the price of houses, constructions, and assets on land as well as regulations on the level of support for illegally created constructions and assets, leading to no basis for establishing a compensation and support plan for these cases.

Some cases are considered for resettlement housing purchase, however, the compensation price for land is low because the land origin is not legal, not enough money to buy resettlement housing.

According to previous regulations, people whose land is recovered can choose not to buy resettlement houses and receive money (VND 6.8 million/m2 multiplied by the apartment area). With the new regulations, the amount of money paid to people who arrange for their own resettlement is equal to 10% of the compensation price, land support/m2 multiplied by the recovered area and does not exceed the local land allocation limit. This support level is lower than the previous regulations.

Some land plots have a special land use origin, not reflected in current regulations, leading to difficulties in applying compensation and support policies (land with agricultural production origin is assigned by cooperatives for service purposes, people convert it to housing by themselves...).

Currently, the People's Committee of Hoang Mai district has directed relevant units to draft a plan to adjust the site clearance schedule to issue as soon as the city's regulations are available, striving to complete the site clearance work for the Tam Trinh road construction project in 2024.
