In July 2023, the Hanoi People's Council issued Resolution No. 14/NQ-HDND on deciding on the investment policy for the project "Investment in the construction of Ring Road 3.5, section from Phuc La - Van Phu to Phap Van - Cau Gie Expressway".
The project is divided into 3 component projects, including 2 compensation and resettlement support projects, with a preliminary total investment of about 8,556 billion VND.
The project is about 10.34km long, starting at Km0+000 on Van Khe street, Ha Dong district, ending at Km10+340 intersecting with Phap Van - Cau Gie expressway with a cross-section width of 60-80m, design speed of 80km/h.

On the route, 6 bridge projects were invested in construction including: Nhue River Bridge, Hoa Binh Bridge, To Lich Bridge, railway overpass, National Highway 1A overpass and Phap Van - Cau Gie Expressway intersection overpass.

The total land area expected to be recovered to implement the project is about 1,299,353m2 (129.9ha), of which the land for growing two rice crops is about 48.54ha.
According to the plan, the investor will select a contractor for construction in the fourth quarter of 2024 - the first quarter of 2025. The project is expected to be completed and handed over in the fourth quarter of 2027.
The completion of the Ring Road 3.5 project from Phuc La - Van Phu to Phap Van - Cau Gie expressway will help reduce traffic congestion, contribute to accelerating the formation of urban areas in the area between Ring Road 3 and Ring Road 4, and promote the exploitation of land fund potential, human resources, and material resources for socio-economic development of the capital in general and the region in particular.
In 2025, Thanh Xuan district will focus on site clearance to implement the investment project to build Ring Road 2.5 from Nguyen Trai (National Highway 6) to Dam Hong.
The project is 1.5km long, starting at Nguyen Trai Street (Thuong Dinh Ward), ending at Dam Hong - National Highway 1 (Khuong Dinh Ward).

This is a group A project with a total investment of more than 2,500 billion VND, invested by Thanh Xuan District People's Committee. The project implementation period has been approved for the period 2022 - 2026.
The project has a total land acquisition area of 60,902.1m2 (6.09ha) from 681 cases (664 households and 17 organizations) and 36 cases of land acquisition in 2003 (in Thuong Dinh, Ha Dinh, Khuong Trung, Khuong Dinh wards).
The Hanoi People's Committee has also approved the resettlement housing fund for the project at CTI.1B, CTI.2 Vinh Hoang, Hoang Mai district and the C1 building project, No. 289A Khuat Duy Tien street, Trung Hoa ward, Cau Giay district.
When completed, the project will contribute to completing and smoothing the Ring Road 2.5, helping to solve traffic congestion in the area, contributing to the socio-economic development of Thanh Xuan district in particular and Hanoi in general.
