Recently, according to Lao Dong's source, the People's Committee of Lang Son province has just issued a decision on finding a contractor for the Resettlement Area project to serve the Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) Expressway Construction Investment Project.
Accordingly, the total investment for the packages of the Resettlement Area Project in Van Lang district is up to 89.9 billion VND.
A series of consulting, supervision, construction, geological survey, site clearance packages... have been planned in detail and implemented since the first quarter of this year. Of which, the EC mixed-use package alone (including survey, design, construction and equipment installation) has accounted for more than 85 billion VND.
However, in contrast to the large scale of methodical investment and a large budget, the reality of implementation is facing the biggest obstacle, which is the reservations of the people.

According to the reporter's private source, up to now, the number of households voluntarily registering to relocate to the resettlement area can be counted on the fingers. This figure is too small compared to the project's expectations as well as the resettlement area's acceptance capacity.
The highway passes through, affecting the entire house of Mrs. Au Thi Thuong (Na Sam town, Van Lang district), but instead of living in a resettlement area, she bought a piece of land from an acquaintance, about 200m from her old house to build a new house.
Instead of choosing concentrated resettlement, her family decided to choose interspersed resettlement.
Talking to reporters, Ms. Nho said that the traditional practice of the people here is to have a garden to grow vegetables, raise pigs and chickens. Many people are afraid that when they go to the concentrated resettlement area, the area is not guaranteed to do these things. Therefore, many people are afraid and reserved.

On April 3, speaking with reporters, Mr. Vu Van Nhien - Chairman of the People's Committee of Van Lang district, Lang Son province - said that currently in Van Lang district, 2 resettlement areas have been invested in to serve the Dong Dang - Tra Linh Expressway Construction Investment Project in Hoang Viet and Bac Viet communes, expected to start construction next week.
However, according to Mr. Nhien, up to now, although 109 households in the area need to be relocated, only a few households have registered. In addition, people's registration in resettlement areas has also changed erratically.
"They are used to living on the old land, attached to the rice fields and the long-standing community ecosystem. Relocating means changing lifestyle and livelihoods, which is not easy to convince with the promise of infrastructure amenities.
However, when the project passes, resettlement areas must be available to ensure a stable life for people, said Mr. Nhien.
Regarding this issue, some experts assessed that if nearly 90 billion VND in investment is not accompanied by mobilization, support and substantial support for the people, the project is at risk of turning into a "warm urban area" right before it can be put into operation.
