In 2019, Hanoi started the Tay Thang Long Road Construction Project (from Pham Van Dong Street to Van Tien Dung Street, Bac Tu Liem District), with a total investment of nearly 1,500 billion VND.
According to the plan, the route is about 3.2km long, with a cross-section of 60.5m with 10 lanes, passing through Co Nhue 2 and Minh Khai wards.
According to the original plan, the project will be completed and put into use in 2021. Up to now, the 4-year deadline has only reached about 50% of the project's progress and the construction has been suspended for a long time.
A representative of the People's Committee of Bac Tu Liem District said that the biggest problem in site clearance (GPMB) for the second section of the project is the arrangement of resettlement areas for more than 400 households in Co Nhue 2 Ward.
However, this issue has now been resolved when the City People's Committee approved the district to allocate 2.55 hectares of land in Phuc Dien ward and 4.35 hectares of land in Lien Mac ward to serve as resettlement areas for households to relocate.

In order to promote the project progress, the leader of the Hanoi People's Committee requested the third quarter of this year, the People's Committee of Bac Tu Liem District must complete the remaining site clearance, set the goal of technical traffic section 2 West Thang Long in October.
"The remaining time is 6 months, the district is urgently implementing this work and aims to complete the site clearance work according to the set schedule, opening the technical traffic of section 2 of the project from Ring Road 3 to Tay Tuu in October" - representative of the People's Committee of Bac Tu Liem District informed.
Chu Van An Avenue (also known as Pham Tu Street) was opened to traffic at the end of January 2020, but the overpass at the intersection of Pham Tu - Provincial Road 70 - Phuc La has not yet been built, making this area a black spot for traffic congestion in Hanoi.
According to the Thanh Tri District Land Fund Development Center (the unit assigned to the site clearance task), the total area of land recovered to implement the project is 50,910.1m2, involving 198 households and individuals.
Up to now, the area of land acquisition that has not been cleared is 23,712.5m2 of 119 households and organizations (in Thanh Tri district and Ha Dong district).
The reason is that most of the households involved in the project have had their entire land reclaimed, so before implementing the site clearance, the investor must prepare resettlement areas to compensate and support the households according to regulations. The number of households to be resettled is estimated at 80 households with a land area of about 8,000m2.
At the time of project implementation in 2017, after reviewing, the People's Committee of Tan Trieu commune determined that there was no land location in the commune that met the scale and was in accordance with the planning to build a resettlement area to serve the project.

After many meetings to consult with households, the District People's Committee agreed on the resettlement location of the project in Thanh Liet commune. After reporting and being approved by the Hanoi People's Committee, the District People's Committee has cleared the land and built technical infrastructure for the Chu Van An evacuation area.
In addition, regarding the determination of specific land prices for compensation, in July 2023, the District People's Committee issued a Decision approving land prices for project implementation. However, by 2025, after the city issued a new land price list, the District People's Committee had to hire a consulting unit to re-determine specific land prices, and so far there have been no results.
The biggest problem at present is that the minimum resettlement land quota has not been determined. Although the city has assigned the Department of Agriculture and Environment to urgently build and have instructions for the locality, it is still stuck and there are no instructions on this.
Meanwhile, the progress of the project's site clearance depends on determining the minimum resettlement land allocation for households subject to land clearance that meet the regulations and can be resettled by land.
Thanh Tri District People's Committee said that if the Department of Agriculture and Environment soon has instructions on the minimum quota for resettlement land, it is expected that in the second quarter of 2025, the site clearance will be completed to assign to enterprises to complete the Pham Tu - Provincial Road 70 intersection.
