The 830 billion VND underpass in the South of Ho Chi Minh City will open to traffic on December 31

Ho Chi Minh City will open the remaining tunnel branch at the Nguyen Van Linh - Nguyen Huu Tho intersection (District 7) to traffic on December 31, helping to relieve traffic congestion at the southern gateway.

The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of the Standing Vice Chairman of the Ho Chi Minh City People's Committee, Duong Ngoc Hai, at the survey of the Nguyen Van Linh - Nguyen Huu Tho underpass project.

The leaders of the Ho Chi Minh City People's Committee requested the City Police and the South Saigon Traffic Police Team to continue to coordinate with the Traffic Construction Investment Project Management Board (Traffic Board) to ensure the project's construction progress.

Urgent measures have been implemented, including: regulating traffic in the construction area to ensure safe traffic; closing the median strip on Nguyen Phan Chanh Street from December 14 to December 19 to complete the access road to the HC1 underpass (from Binh Chanh to District 7); and narrowing the area of ​​the triangle island on Nguyen Huu Tho Street, Nha Be District.

The Ho Chi Minh City Department of Transport is assigned to urgently approve the traffic organization plan and grant construction permits for the remaining items, ensuring the opening of the HC1 underpass on December 31, 2024.

The Department of Industry and Trade coordinates with Ho Chi Minh City Power Corporation and related units to speed up the construction of a 400 kVA transformer station to provide stable power for the pumping, lighting and surveillance camera systems at the project.

The Traffic Department was asked to direct contractors to mobilize human resources and equipment to work continuously in "3 shifts, 4 shifts" to make up for the delayed progress.

Contractors must develop a detailed plan, clearly defining the responsibilities of each unit, completion time, and applying a contract reward and penalty mechanism if necessary to ensure the progress of opening the entire route to traffic in 2024.

Previously, the HC2 tunnel branch (from District 7 to Binh Chanh) was completed and opened to traffic in October 2024, but the intersection was still barricaded for construction of the remaining branch, causing prolonged congestion.

Nguyen Van Linh - Nguyen Huu Tho intersection is located on the main axis connecting the South with suburban districts and the city center, often under pressure from large numbers of trucks.

The project to build an underpass here started in 2020, with a scale of two underpasses on each side of Nguyen Van Linh Avenue. Each tunnel is 456 m long, with three lanes, a roundabout and branches above.

The project has a total investment of 830 billion VND and is expected to be completed in 2022. However, the implementation process encountered many difficulties, especially the relocation of technical infrastructure, causing the project to be delayed.
