Overcoming the shortage of sand and stone for transport projects in the Central Highlands

Minerals (sand, stone, soil...) are important sources of materials for building transport infrastructure and key projects. The authorities of Gia Lai and Kon Tum provinces are making efforts to remove obstacles in mineral planning, speed up granting exploitation licenses to promote project progress.

Completing licensing procedures

In Kon Tum, the planning and licensing of mineral exploitation is facing many difficulties in procedures and legal documents. Currently, the whole province has 36 mines that have won the auction for mineral exploitation rights and are completing procedures to be licensed. Of which, 18 mines that won the auction in 2024 are preparing documents to grant mineral exploration licenses. 4 mines have exploration licenses but have not yet approved reserves, 3 other mines have approved reserves but have not yet completed investment policy procedures.

The main legal difficulties are related to land compensation agreements with people and not being included in the land use plan, affecting the progress of exploitation licensing.

Mr. Nguyen Ha - representative of Ha Long Construction Company Limited ( Kon Tum City) commented: "Bridge, road and lake projects depend largely on stone and sand materials. If there is a nearby exploitation site, construction costs will be significantly reduced. On the contrary, if transported remotely, the cost will increase, causing difficulties for businesses".

Currently, Kon Tum still has 13 stone quarries under exploitation. However, in Ngoc Hoi, Tu Mo Rong, Ia H'Drai districts, there are no quarries, causing transportation costs to increase, pushing up the prices of construction works.

Faced with this situation, Vice Chairman of Kon Tum Provincial People's Committee, Mr. Nguyen Ngoc Sam, has directed the People's Committees of districts and relevant departments to urgently remove obstacles in documents and legal procedures for mineral exploitation enterprises.The province will promote auctions of mineral exploitation rights,...

Not to let key projects lack sand and stone

In Gia Lai province, Mr. Duong Mah Tiep - Vice Chairman of the Provincial People's Committee requested that districts take responsibility if the construction of highways, key projects... lacks raw materials. Recently, many mineral mines in Gia Lai province have had their licenses expired and had to close their mines. This causes a shortage of supply, investors and contractors have to increase costs significantly to buy minerals (land, stone, sand, etc.) to serve the construction of infrastructure, works, and projects.

Mr. Tran Manh, a private infrastructure construction enterprise, shared: "Districts such as Kbang, Mang Yang, Dak Doa... all lack sand and stone mines. If you want to do it, you have to buy stone in Chu Prong district, or Pleiku. The transportation route is dozens of kilometers long, with thousands of construction blocks of stone, making it easy for businesses to go bankrupt".

Faced with the above situation, the People's Committee of Gia Lai province requested districts and towns to review and update mineral mine areas in the 2025 land use plan and adjust the district-level land use plan to 2030.

When updated, reviewed, and supplemented, the State management agency will issue a mineral exploitation license. The mine points will be displayed on the mineral map of the province, distributed in districts, to have enough materials for construction.

From 2025, Gia Lai will start construction, accelerating key projects, especially preparing minerals to serve the construction of the Quy Nhon - Pleiku expressway project.
