Removing traffic bottlenecks in Dong Nai before the airport is put into operation

In 2026, when Long Thanh airport and Bien Hoa - Vung Tau expressway come into operation, traffic volume in Dong Nai will increase sharply, leading to the risk of congestion due to infrastructure not meeting the requirements in time.

The expressway has not been exploited, Dong Nai has to worry about traffic jams

Dong Nai is implementing many key national transport projects such as Long Thanh airport, Bien Hoa - Vung Tau expressway, Ben Luc - Long Thanh and Ho Chi Minh City Ring Road 3. If the connecting infrastructure is not upgraded in time, some areas here are at risk of congestion due to increased traffic volume.

The Bien Hoa - Vung Tau Expressway project has a starting point connecting to the National Highway 1 bypass section of Bien Hoa City bypass (Vo Nguyen Giap Street) in Phuoc Tan Ward, Bien Hoa City and an end point in Ba Ria - Vung Tau Province. This expressway project was started in June 2023 and is expected to be put into synchronous operation in 2026.

With this plan, Bui Van Hoa Street in Bien Hoa City will be the main traffic route connecting the center of Bien Hoa City with the Bien Hoa - Vung Tau Expressway. However, this route currently only has a road surface width of 12-15m, a large volume of traffic, and frequent traffic congestion. Along this route, many industrial parks such as Bien Hoa Industrial Park 2, Loteco Long Binh Industrial Park... are connected, so during peak hours when workers work overtime, there are often congestion.

According to the assessment of the authorities, the Bien Hoa - Vung Tau Expressway, when completed and put into operation, will increase the traffic volume on the Bui Van Hoa route. Because this is one of the main traffic routes to connect the center of Bien Hoa City with the Bien Hoa - Vung Tau Expressway.

Current reality also shows that some intersections such as National Highway 51 (Long Thanh district section) intersecting with Ho Chi Minh City - Long Thanh - Dau Giay Expressway, or National Highway 51 intersecting with Ben Luc - Long Thanh Expressway have experienced prolonged congestion, especially during holidays and Tet.

Urgently upgrade and expand roads to reduce traffic congestion

To solve traffic congestion in the area, Dong Nai province is asking relevant departments to propose capital to invest in expanding Bui Van Hoa Street with a total investment of more than 4,000 billion VND and this project needs to be included in the urgent project list. Bien Hoa City also proposed to keep the road width at 54m, while adjusting the road width to increase and reduce the sidewalk width to 6m.

Bui Van Hoa Street is nearly 6km long, a vital route connecting the old urban area of Bien Hoa City with the southern area of Bien Hoa City. At the same time, connecting National Highway 51, Vo Nguyen Giap Street, Bien Hoa - Vung Tau Expressway to Hanoi Highway, thereby reducing pressure and traffic congestion at Vung Tau intersection.

In January 2025, the People's Committee of Dong Nai province worked on the proposal for an elevated road project along National Highway 51, from Vung Tau intersection to Gate 11 (Bien Hoa city). Ho Chi Minh City Infrastructure Investment Joint Stock Company proposed a project for an elevated road along National Highway 51, from Vung Tau intersection to Gate 11, including three items: completing the Vung Tau intersection, building an overpass on National Highway 1, avoiding Bien Hoa City and building an elevated road. The project is invested in the form of PPP, with a total capital of more than VND 12,800 billion. The elevated road is 5.5km long, from Vung Tau intersection to Gate 11, designed with 6 lanes, speed 80km/h.

At the above meeting, Chairman of Dong Nai Provincial People's Committee Vo Tan Duc said that the investment in completing the two intersections of Vung Tau and Gate 11 is very necessary and urgent. Because in 2026, when the Bien Hoa - Vung Tau expressway is put into operation, the traffic volume to these two intersections will be even greater.

Upgrading National Highway 51 connecting Dong Nai and Ba Ria - Vung Tau to a highway

The Ministry of Transport has just issued a document requesting the People's Committee of Dong Nai province to coordinate with the People's Committee of Ba Ria - Vung Tau province to review the planning of the provinces and the general planning of related urban areas of the two provinces to study and propose the content of the plan to upgrade National Highway 51 into an urban expressway (including planning plan, investment plan and proposals and recommendations).
