Still problems with compensation
The Hoang Sa - Doc Soi road project has a total investment of 3,500 billion VND, implementation time from 2022 - 2027, invested by the Provincial Traffic Construction Investment Project Management Board. The total planned construction area of the main route is 172.16 ha, passing through many communes and wards in the province.
One of the bottlenecks that has caused many obstacles to project construction in the past time is site clearance issues.
According to Truong Quang Trong Ward People's Committee, the Hoang Sa - Doc Soi road project passing through the ward area, has now handed over most of the area. However, the handed over site is not continuous because 63 cases refuse to receive compensation money.
The main reason is that some households do not agree with not being supported with career change, claiming that the unit price is low and there are no inheritance procedures to receive money. In addition, the project also has to solve the difficult problem of relocating more than 1,000 graves while the temporary borrowed area has only 400 plots.
Similarly, the Thach Bich - Tho Phong road project has a total investment of more than 694 billion VND, invested by the Provincial Traffic Construction Investment Project Management Board, implemented from 2019, expected to be completed in 2025, but is still unfinished to this day.
The reason is that the handed-over site is not continuous, leading to construction work always being chaotic, although provincial leaders have directly gone to the site four times to inspect and urge progress.
According to reporters' records, at the connecting point of National Highway 24B (Truong Quang Trong ward), the road surface has been asphalted, painted, and planted with quite complete green trees. However, going about 300 m, the road suddenly "interrupted" due to households not yet relocated.
From above, it can be clearly seen that many sections of the route have completed the roadbed but are divided by houses that have not been cleared.
Many residential land plots are issued red books with incorrect limits
According to Truong Quang Trong Ward People's Committee, for the Thach Bich - Tho Phong road project, currently 0.97ha is stagnant due to problems related to Inspection Conclusion No. 87/KL-UBND of the Provincial People's Committee. Dozens of residential land plots have been granted red books with incorrect limits since 1996 - 1997, and have now been transferred many times.
At the first Conference to remove bottlenecks and obstacles held at Truong Quang Trong Ward People's Committee on April 14, 2026, Truong Quang Trong Ward People's Committee resolutely defended the view that the Department of Agriculture and Rural Development must review and thoroughly handle these legal errors before developing a compensation plan. Absolutely do not let local authorities bear risks or be sued for applying unfounded laws.
According to Mr. Tran Quang Toa - Secretary of the Party Committee of Truong Quang Trong ward, for projects being implemented in the ward, the volume of site clearance in 2026 is very large, requiring the drastic involvement of the entire political system.
Also at the above conference, Mr. Tran Quang Toa directed the Ward People's Committee to focus highly and coordinate to complete the work of re-determining specific land prices for items of the Hoang Sa - Doc Soi project, right in April 2026, in order to accelerate capital disbursement.
Proposing the Provincial Party Committee and Provincial People's Committee to directly assign tasks to the Department of Agriculture and Environment and the Provincial Land Registration Office to urgently rectify violations according to Conclusion 87/KL-UBND to unlock the Thach Bich - Tinh Phong connecting road project, ensuring compliance with the law.
The Steering Committee will specifically assign each member to be in charge of monitoring and urging each area and each group of households that still have problems to have effective mobilization and persuasion measures to completely resolve the current stagnant construction situation.
