The Ninh Binh - Hai Phong expressway construction investment project, the section passing through Ninh Binh province (hereinafter referred to as the project) has a route length of 25.3 km; the starting point is at Mai Son intersection connecting with the North - South expressway in the East (in Mai Son commune, Yen Mo district), the end point is at the Day river overpass connecting the two provinces of Ninh Binh and Nam Dinh (in Khanh Cuong commune, Yen Khanh district).
The project has a scale of 4 complete lanes, a design speed of 120km/h, a roadbed width of nearly 25m, and a road surface width of 15m. The entire route will have 12 bridges, including 3 overpasses for people, and 3 interchanges. The total investment is 6,865 billion VND, including the central budget and the Ninh Binh provincial budget. The project is expected to be completed in 2029.
On November 28, speaking with Lao Dong Newspaper reporter, Mr. Pham Quoc Chinh - Director of the Ninh Binh Province Traffic Construction Investment Project Management Board (project investor) - said that according to the plan, the project will start construction in December 2024, however, due to the procedures, exploitation plan, and cost determination for exploiting special mines to serve as roadbed soil for the project, there are still many problems that need to be focused on resolving.
In addition, the project has a large construction volume and many complex items, so it will take a lot of time to establish, appraise, and approve the construction design to be implemented after the basic design of the entire project (especially the intelligent transportation system - ITS is a new content with many problems).
Specialized materials and supplies for traffic construction (horizontal drains, equipment for intelligent traffic systems - ITS...) are not included in the monthly price announcement, so it is difficult to request quotes from suppliers as a basis for making construction estimates.
In addition, site clearance work in Yen Khanh district is still slow, especially agricultural land to serve the project.
According to Mr. Chinh, up to now, the investor has completed the selection of a contractor for surveying, preparing technical designs and has signed a contract since October 30, 2024. At the same time, the selection of a consulting contractor for reviewing technical designs and estimates has been completed and the contract has been signed since November 25, 2024.
The site clearance work has been completed for 1,256/1,256 piles, reaching 100% (Yen Mo district is 568/568 piles and Yen Khanh district is 688/688 piles). The survey work has been basically completed and the survey consultant is urging the survey unit to complete the survey results report.
"We are striving to speed up the progress to start the project in January 2025. However, this is a very difficult task, with many issues that are likely to arise that cannot be proactively managed, such as the appraisal time of the Vietnam Expressway Administration, procedures for special mineral mines, and roadbed construction services..." - Mr. Chinh shared.
