On November 15, the Department of Transport of Quang Tri province confirmed that it had set up a team to inspect flooding at the construction site of the Eastern bypass project of Dong Ha city in Truc Lam village (Gio Quang commune, Gio Linh district, Quang Tri province).
Inspection showed that the construction of the bypass had obstructed drainage. However, measuring the water level upstream and downstream showed only a 5cm difference, the drainage opening of the bypass was still too large and not fully flooded. Inspection downstream found that the section of the canal junction with the bypass (80m away) at the siphon location was heavily flooded, with stagnant water unable to drain quickly.
Based on the inspection results, the Department of Transport of Quang Tri province confirmed that there were two causes of flooding.
To overcome this problem, the provincial Department of Transport will add more culverts and expand the culvert apertures on the bypass to improve drainage. In particular, the provincial People's Committee will be asked to expand the siphon in the canal section so that water does not stagnate. When the downstream drains all the water and the bypass has increased the culverts, the flooding will be resolved.
“We have worked with the local authorities to clarify the cause and find a solution. We will report to the Quang Tri Provincial People's Committee on measures to avoid flooding affecting people's lives and production,” said Mr. Tran Huu Hung, Director of the Provincial Department of Transport.
Previously, as Lao Dong Newspaper reported, after heavy rains caused by storm No. 6 in late October and early November, Bau Na field behind residential area of Team 4 (Truc Lam village) was flooded. The road leading to the residential area was flooded more than 1 meter in some places, disrupting people's lives.
After the rain stopped, flooding still occurred because the water receded slowly. Believing that the construction of the bypass project had become a dam, causing flooding, the people wrote a collective petition, asking the authorities to find a solution.
