At this time, the leaders of the Commune People's Committee and the commune's disaster prevention force arrived to support. However, the water level at the Nam My Post Office Bridge was too high, so it was impossible to cross to rescue. The Commune People's Committee directed the local force of Nam My village to help move the flooded people to safe places.
The People's Committee of Hoa Bac Commune has sent a document requesting the Da Nang Urban Infrastructure Management Center to issue a document on the operation of the direct valve at the Nam My spillway according to the people's feedback. This unit said that on October 27, the water came too quickly and the storm and wind were very strong, the operating system was overloaded and could not open the gate.
According to Hoa Bac commune, on October 27, from 6:00 a.m. to 8:30 a.m., the water from upstream was high, and the Cu De river water level was high. However, when the system could no longer be operated, the Nam My Dam Management Board did not exchange information with the commune's Disaster Prevention and Search and Rescue Command Board to evacuate neighboring households.
On October 31, the People's Committee of the commune received a collective complaint from 10 households in Nam My village whose houses were flooded due to the operational error of the Nam My dam. On November 1, the People's Committee of Hoa Bac commune held a meeting to resolve related issues.
At the meeting, the Da Nang Urban Infrastructure Management Center accepted partial responsibility for objective errors, the water flowed too quickly beyond the design, leading to system overload. The center pledged not to let similar incidents happen again, affecting the people.
According to the people of Nam My village, on October 27, although the rainfall was not heavy, flooding occurred in Nam My village, Hoa Bac commune. The reason was that the dam in Nam My village did not release water in time. This not only killed livestock and poultry but also endangered the lives of the people.
