Reporting to Lao Dong Newspaper, many people said that many stairs up and down of the Cat Linh - Ha Dong urban railway line are currently encroached upon by people to sell goods, park cars, and even park vehicles, affecting the movement of passengers, and losing the urban beauty.
According to Ms. Nguyen Quynh Anh (residing in Van Quan urban area, Ha Dong), this encroachment has been going on for a long time. Violations only subsided when the authorities took action to inspect and handle them. When the force withdrew, the violation recurred.
At the same time, Mr. Nguyen Anh Tuan (residing on Nguyen Trai Street, Thanh Xuan) also said that this encroachment not only spoils the urban beauty but also pollutes the environment when sellers release waste. Therefore, it needs to be strictly handled.

According to Lao Dong Newspaper reporters along the route from Cat Linh to Yen Nghia, many areas up and down (the foot of the station) of La Khe, Van Quan, Nga Tu So... were encroached upon. In the Ha Dong area, from Trang Bridge to Yen Nghia, both on the sidewalk and on the road, there are always nearly a dozen cars parked every day.
Some cars are still parked near the bus stop at the foot of Ha Dong station, making it difficult for buses to enter and exit the pick-up and drop-off point. Some cars even park in front of the station's pumping station.

Next is the area at the foot of La Khe station, where cars often park right at the foot of the stairs leading to the urban railway station. Some stations on this urban railway line are also becoming a gathering place for motorbikes of nearby businesses.
Regarding this issue, speaking with a reporter from Lao Dong Newspaper, a representative of the Hanoi Railway One Member Co., Ltd. (Hanoi Metro) said that this violation has been going on for a long time but has not been thoroughly handled by the authorities. Currently, the unit has issued a document reporting to the Department of Construction, to report to the Hanoi People's Committee requesting wards with railway lines to strengthen inspection and strictly handle cases of encroachment on the corridor of urban railways, especially the area of stairs up and down.

According to the representative of Hanoi Metro, when receiving feedback and detecting encroachment on the walking path up and down, the company's staff asked people not to violate, but most did not comply, and there were even cases of cursing and threatening to beat when reminded.
We hope that the authorities will strengthen the handling of urban order violations, maintain the fight against re-encroachment in the area of train stations and bus stations so that people can conveniently and safely access and use the public passenger transport system.

According to the provisions of Article 15 of Decision No. 21/2003/QD-UBND dated September 19, 2003 signed by Mr. Tran Sy Thanh - Chairman of Hanoi People's Committee on management, operation, exploitation and maintenance of urban railway lines in Hanoi, the People's Committees of localities where the urban railway system passes through must fulfill the responsibilities prescribed in Clause 2, Article 24, Article 48 of the Railway Law; Article 36 of Decree No. 56/2018/ND-CP dated April 16, 2018 of the Government regulating the management and protection of railway infrastructure and other relevant current regulations. At the same time, direct the People's Committees of wards and communes to organize the implementation of the provisions of Article 37 of Decree No. 56/2018/ND-CP dated April 16, 2018 of the Government.
The functional forces under local governments are responsible for ensuring security, traffic safety, environmental sanitation, and urban order in their management areas according to their authority. Therefore, local authorities where the railway line runs through need to tighten management to ensure traffic safety and order, urban aesthetics, and ensure safety for people passing through.
