Accelerating the trillion-VND transportation project in Hue after changing investors

HUE - After changing investors and handling slow-progress contractors, the To Huu extended road to Phu Bai airport project is being focused on implementation and accelerated before the rainy season.

The To Huu extended road to Phu Bai airport project was approved by Hue City People's Committee in 2023, with a total investment of 1,143 billion VND, about 9.59km long. The starting point is in Zone E - An Van Duong New Urban Area, the ending point connects the Thuan Hoa road intersection with National Highway 1, Phu Bai ward. The project started on January 20, 2025, with a implementation time of 4 years.

After the project encountered problems with progress, Hue City People's Committee agreed to transfer the investor from the Urban Development and Construction Investment Project Management Board to the Area 3 Construction Investment Project Management Board.

On August 27, in an exchange with a reporter from Lao Dong Newspaper, a representative of the Construction Investment Project Management Board of Area 3 said that package No. 20 is worth 127.1 billion VND, so far, the ground is eligible for construction reaching 6.52/13.12ha, equivalent to 49.7%. The contractor has completed a number of road culverts, barriers, rainwater drainage; is constructing the roadbed and crushed stone base. The realized value is about 13.47 billion VND, reaching 10.59% of the contract.

Package No. 21 is worth 558.1 billion VND, the handed-over site is 45.40/47.08ha, about 96%. Construction units have carried out 188/196 bored piles at the bridges; completed the abutment and piers of Hoi Sai Thuong bridge and Kenh Nam Song Huong bridge; continued to deploy Loi Nong bridge, Cong Cao bridge, Vuc bridge and roadbed.

The volume of cement soil piles completed is about 4,539/27,080 piles. The construction value of package No. 21 to the time of reporting reached about 122.56 billion VND, equivalent to 21.9% of the contract value.

The project affects 875 households, with a total recovered area of 60.2ha. To date, the compensation plan has been approved for 761 households with a total amount of 254.775 billion VND; has been paid to 652 households with an amount of 144.83 billion VND. The handed-over land has reached 56.3/60.2ha, equivalent to 93.5%.

The remaining land area is mainly in Huong Thuy and Phu Bai wards, related to problems with land asset compensation policies, resettlement, land origin and differences between land use right certificates and the current status. The Project Management Board for Construction Investment Area 3 is coordinating with localities to complete dossiers, pay and handle existing cases.

Accumulated capital allocated for the project to date is more than 736.7 billion VND. In 2026 alone, the allocated capital plan is 350 billion VND; by the time of reporting, more than 140.89 billion VND has been disbursed, reaching 40.26%. The investor sets a target to disburse 100% of the 2026 capital plan.

According to the plan, package No. 20 strives to complete 90% of the 1st layer asphalt paving on the Hoang Huu Thuong - Thuan Hoa section by December 30, 2026, along with part of the sidewalk and lighting system.

For package No. 21, bridge items, weak soil foundation treatment, foundation and road surface are scheduled to be completed mainly from April to July 2027. In which, Hoi Sai Thuong bridge is expected to be completed in early January 2027; Loi Nong, Cong Cao, Cau Vuc bridges and foundation and road surface sections are expected to be completed in June and July 2027.
