The Ring Road 4 project in the Capital Region is a strategic route connecting 3 northern provinces and cities. When completed, it will contribute to relieving traffic congestion, connecting localities and creating new development space for the entire Capital Region.
The project has a total length of nearly 113km, passing through 3 provinces and cities, including Hanoi (58km), Hung Yen (19.3km), Bac Ninh (36.2km). The starting point of the project is at the Hanoi - Lao Cai expressway junction, the end point is at the Noi Bai - Ha Long expressway junction.
The project is implemented in 7 component projects, operating independently. Of which, Hanoi implements 3 component projects: Compensation, support, resettlement; Construction of parallel roads (urban roads) in Hanoi and investment in the construction of the expressway system.
Hung Yen and Bac Ninh provinces are each responsible for two component projects: Compensation, support, resettlement and construction of parallel roads (urban roads) in each province's territory.

Regarding the project's site clearance progress, Hanoi has so far approved and reclaimed 786.2/798.65 hectares of land, reaching 98.44%. Of the remaining 12.45 hectares that have not been cleared, there are 2.93 hectares of agricultural land and other land, and 9.52 hectares of residential land.
Hanoi strives to complete site clearance and handover before December 31, 2024; some difficult cases will be completed before the Lunar New Year.
After 17 months from the commencement date, 4 construction packages in Hanoi have been simultaneously deployed with 32 construction sites (23 road sites, 9 bridge sites).
In the districts of Me Linh, Dan Phuong, Hoai Duc, the contractor has constructed about 11.5km of asphalt concrete (it is expected that by December 31, 2024, the asphalt concrete pavement will be about 16km long). The output to date is about 1,810/4,205 billion VND (reaching 43.04% of the contract value and 100% of the 2024 plan).
Hanoi strives to complete the parallel project in the fourth quarter of 2025.

In Hung Yen province, localities have basically completed the site clearance of agricultural land, public land, and enterprise land; recovered land and handed over 215/225.9 hectares (18.3/19.3km), reaching 95.1%; moved 4,193/4,207 graves, reaching 99.5%.
Hung Yen province has organized 8 construction teams. Construction output reached about 350.1/1,253 billion VND (reaching 28% of contract value and 97.11% compared to approved progress).
Hung Yen province strives to complete the parallel road to Ring Road 4 by September 30, 2025.
In Bac Ninh, the province has approved the plan and reclaimed 363.84/374 hectares (34.3/35.3km2) of land, reaching 97.28%; the work of moving graves has been basically completed.
Regarding component project 2.3, Bac Ninh province has started construction of 3/3 packages, arranging 28 construction teams. The construction output of the 3 packages is about 311.6/2,299 billion VND, reaching 13.6% of the planned value.
Bac Ninh also aims to basically complete the parallel road project in 2025.
