12 years ago, in 2012, Hanoi approved the policy of investment project to build Tam Trinh street (Hoang Mai district).

The project has a length of about 3.5km, the starting point connects to Minh Khai street, the ending point intersects with Ring Road 3.

The project at that time had a total investment of 2,066 billion VND, invested by Hoang Mai District People's Committee.

The project was started in 2016, expected to be completed after 3 years but until now it has not been able to be completed due to many problems.

In December 2023, the Hanoi People's Committee issued a Decision to adjust the Tam Trinh Street Construction Investment Project, increasing investment capital to 3,354 billion VND, an increase of more than 1,287 billion VND.

Hanoi People's Committee also approved adjusting the project implementation time from 2016 - 2026, 7 years later than the previous plan.

According to Hoang Mai District People's Committee, the project must clear over 54,000 square meters of land, involving 1,583 households and 19 organizations.

However, because the origin and fluctuation process of the land plots within the acquisition boundaries are very complex, a verification and investigation process must be carried out through many steps, involving many individuals at many addresses in and around the country. outside Hanoi city, so the time for project site clearance is prolonged.

In addition, the District People's Committee must report and seek opinions from the Hanoi People's Committee, specialized departments and branches to approve specific policies to help households whose land is recovered for application during the implementation process.
