On the evening of March 2, the Traffic Police Department (PC08) - Ho Chi Minh City Police said that the city has implemented decentralization of registration and issuance of license plates to the police of wards, communes and towns to serve the needs of people in the context of no longer organizing district-level police.
For the police of 17 wards of districts and Thu Duc City (where the district police and Thu Duc City previously had headquarters to perform the task of registering motorbikes), now the right to register and issue license plates for motorbikes, mopeds and vehicles with similar structures is assigned. This registration applies to organizations and individuals with headquarters or permanent residence in the locality.


For the police of 63 communes and towns in Binh Chanh, Can Gio, Cu Chi, Hoc Mon, Nha Be districts (previously only granted the right to register motorbikes), now they have additional rights to register and issue license plates for cars and specialized motorbikes. This regulation is implemented according to Clause 3, Article 4, Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Ministry of Public Security.





In addition to first-time vehicle registration via the National Public Service Portal, people can go directly to the commune-level police to carry out procedures related to vehicle registration and management, helping to save time and reduce administrative procedures.
