Chairman of the Ho Chi Minh City People's Committee Phan Van Mai has just directed the Chairman of the Thu Duc City People's Committee and Binh Chanh District to urgently complete the compensation, support, resettlement work and hand over 100% of the Ring Road 3 project site to the Ho Chi Minh City Traffic Construction Investment Management Board in February 2025.
According to the Ho Chi Minh City Department of Transport, the Ring Road 3 project through Thu Duc City still has 8 land acquisition problems.
Of which, package XL3 still has 4 unresolved cases, affecting the construction of viaduct piers T156-T158; package XL4 still has 1 case awaiting enforcement; package XL5 still has 3 cases affecting the construction of viaduct piers and piers.
In Binh Chanh district, the XL9 package still has 23 pending cases. Of these, 22 cases have not yet handed over the site (2 cases at Thai Duong petrol station; 20 cases have signed the handover minutes but have not yet been actually handed over). One remaining case is hindering construction.
Delays in site clearance are making it impossible for the project to be completed on schedule according to Resolution No. 105/NQ-CP dated August 15, 2022 of the Government, requiring 100% completion of site handover before December 31, 2023.
Although the Ho Chi Minh City People's Committee has directed many times, this work has not been completed, directly affecting the construction progress.
Ho Chi Minh City Ring Road 3 is a key transport project passing through Ho Chi Minh City, Binh Duong, Dong Nai and Long An. In phase one, the route has a total length of more than 76 km, including 4 expressway lanes and parallel roads.
The project has a total investment of nearly 75,400 billion VND, divided into 8 component projects directly implemented by localities, including site clearance and construction.
The section of Ring Road 3 through Ho Chi Minh City is more than 47 km long, with a total investment of about VND 41,387 billion, of which compensation and site clearance costs account for VND 18,975 billion.
The project through Ho Chi Minh City has 10 main construction packages, of which 4 packages will start construction in 2023, the remaining 6 packages will be implemented in 2024.
All 10 packages are currently under construction simultaneously, focusing on items such as viaduct structures and weak soil treatment.
Currently, the construction progress of the Ring Road 3 project through Ho Chi Minh City has reached more than 30%.
According to the plan, the section through Thu Duc City, more than 14 km long, is designed as an elevated road with 4 lanes, expected to be completed by the end of 2025.
The remaining sections in Cu Chi, Hoc Mon and Binh Chanh districts, nearly 33 km long, are expected to be technically opened to traffic by the end of April 2026.
