At the press conference to inform about the results of monetary policy and banking operations in the first 6 months of 2026 held on the morning of July 2, Mr. Hoang Minh Tien - Deputy Director of the Department of Information Technology, State Bank of Vietnam (SBV) informed about the results of implementing Project 06 and solutions to ensure security and safety in banking operations.
According to Mr. Hoang Minh Tien, as of June 26, 2026, 57 credit institutions and 39 intermediary payment organizations have deployed chip-based citizen ID card applications via phone applications; 64 credit institutions have deployed chip-based citizen ID card applications at counters; 22 credit institutions and 7 official intermediary payment organizations have integrated the VNeID application.
The entire banking industry has computed biometrics for more than 162.9 million individual customer records and more than 2.6 million organizational customer records through chip-based citizen identification cards or VNeID, reaching 100% of the total number of accounts generated transactions on digital channels.
Regarding administrative procedure reform, by June 23, 2026, the SBV has completed upgrading the Centralized Administrative Procedure Resolution Information System, providing 43 full online public services for credit institutions, businesses and people on the National Public Service Portal. All eligible administrative procedures under the SBV's management have been provided in the form of full online public services.
The SBV has also synchronously completed 4 specialized databases to the National Data Center and issued a list of fields of original data, host data, and reference data to ensure the update and synchronization of shared data.

According to a representative of the SBV, by the end of June 29, 2026, the service to query the status of payment accounts and e-wallets suspected of fraud, fraud, and law violations on the SIMO system (SIMO247) has been deployed to customers of 12 credit institutions and 3 payment intermediary organizations.
The system has supported warning about 4.6 million customers. After receiving the warning, more than 1.5 million customers have proactively suspended or canceled transactions, with a total transaction value of more than 5,200 billion VND.
Regarding the work of ensuring account security and safety, Mr. Hoang Minh Tien said that in the face of the situation of high-tech criminals taking advantage of security vulnerabilities of user devices and biometric technology to appropriate assets, at the end of 2025, the SBV issued Circular No. 77/2025/TT-NHNN amending and supplementing regulations on safety and security for online services in the banking industry.
Accordingly, from July 1, 2026, credit institutions must ensure that biometric authentication systems are capable of detecting counterfeit forms with photos, videos or 3D masks, meeting ISO 30107 level 2 (Level 2) standards. At the same time, units must periodically test the system with Deepfake attack simulation situations to assess defense capabilities.
In addition, banks must deploy solutions to detect illegal interference with the Mobile Banking application. The application must automatically exit or stop operating and notify customers if it is found that the device has been rooted, jailbroken, bootloader unlocked, running in a simulated environment, having a debugger or being interfered with, inserting malware, repackaging the application.
In the coming time, the SBV will continue to improve regulations on safety and security according to international standards and practices, and at the same time implement a plan to coordinate with the Ministry of Public Security in online fraud prevention and control according to Plan No. 513/KHPH-BCA-NHNNVN dated June 23, 2026.
