Demand for 217 hectares of land
The Ministry of Construction has just issued Decision No. 311/QD-BXD approving the detailed planning for the development of the land and water areas of Quang Ngai seaport for the period 2021-2030, with a vision to 2050.
One of the most notable points is that Quang Ngai province will reserve about 217 hectares of land to develop the seaport system. This is considered a strategic step to improve logistics capacity, promote trade and develop the socio-economy of the Central region.
In addition to land, the plan also identifies 28,650 hectares of water surface within the management area to serve maritime activities such as anchorage areas, storm handling and port operation support areas.
According to the plan, the Quang Ngai seaport system includes existing and potential wharf areas such as: Dung Quat wharf area - a large industrial center of the province; Sa Ky wharf - serving connections to Ly Son island; My A and Ben Dinh wharves; and other wharves are oriented to develop according to the Dung Quat economic zone planning.
This is a port system that plays an important role in connecting the mainland - islands and serving the needs of local economic development.
Capital demand of VND10,830 billion by 2030
The plan sets a target of the port's cargo throughput reaching 47.2 to 48.2 million tons/year by 2030, not to mention cargo arising from expansion projects such as Dung Quat Iron and Steel Complex. Regarding passengers, it is expected to reach 1.13 to 1.26 million arrivals/year.
To serve this growth demand, the port infrastructure system will include 11 wharves with a total of 41 wharves, up to 8,251.5 meters in length.
By 2050, the growth rate of goods is expected to reach 4.5% to 5.5% per year, leading to the need to continue expanding seaport infrastructure.
The total investment capital demand for the port system by 2030 is estimated at about VND10,830 billion. Of which, VND 2,870 billion is spent on public maritime infrastructure such as storm shelters, coastal information stations, and specialized state management facilities.
The remaining amount, about VND 7,960 billion, will be invested in cargo handling and unloading service ports, especially ports in the Dung Quat area.
To improve investment efficiency, the plan also proposes mechanisms to attract businesses to participate in the process of building and operating ports, supporting site clearance and encouraging the exploitation of diverse goods, especially containers and general goods.
The notable highlight in this planning is the development orientation of "green port" - environmentally friendly and the application of modern technology. Enterprises are encouraged to use electrical equipment and vehicles or renewable energy, digital transformation in management and operation and building smart maritime infrastructure systems. Enterprises that meet the "green port" standard will enjoy investment incentives and be given priority in selecting investors.
In terms of technology, the port system will integrate a shared information technology platform, a digital map of seaports, and a national one-stop system to modernize state management and optimize data exploitation.
The plan also emphasizes solutions for mobilizing diverse investment capital, promoting the socialization of seaport infrastructure and encouraging businesses to participate in investing and maintaining public works. Resources may come from the state budget, non-budgetary capital, land fund, water surface and other forms of exploitation lease.
Regarding human resources, Quang Ngai will focus on training and attracting high-quality human resources in the field of port management and operation. The mechanism for placing orders for training and cooperation with educational institutions and large enterprises in the industry will also be implemented.
On the international level, the province is committed to promoting foreign investment, international cooperation in environmental protection, human resource development, technology transfer and climate change response. At the same time, compliance with international maritime treaties to which Vietnam is a member is also one of the principles integrated into the development plan.
The organization and supervision of planning implementation is also a top priority. The existing ports will be renovated and upgraded in accordance with the prescribed functions, scale and technical standards. Ship with a larger load than the planned can still be considered for permission to dock if it meets the safety and technical conditions of the shipping channel, ensuring efficiency of exploitation without hindering common operations.
Notably, Quang Ngai aims to form a "logistics ecosystem" with close connections between seaports - dry ports - distribution centers - transportation services - logistics enterprises, to reduce transportation costs, shorten the time for goods circulation and improve the competitiveness of the region.
