Regarding the situation of Hon Cha Mountain (Tran Quang Dieu Ward, Quy Nhon City) being "cut" by stone thieves, Mr. Dang Thanh Ho - Chairman of Tran Quang Dieu Ward People's Committee - frankly admitted that this problem has been going on for many years and is still existing, even increasingly widespread, but has not been thoroughly handled.

In response to doubts about the possibility of help from within, Mr. Dang Thanh Ho affirmed that there was no such thing as local authorities stopping back or protecting stone bandits. "No crazy local brothers would help these subjects, because if discovered, the consequences would be very serious - Immediate imprisonment, not a joke," Mr. Ho emphasized.

According to Mr. Dang Thanh Ho, to thoroughly handle the situation of "cutting the meat" of Hon Cha mountain, there needs to be synchronous coordination between local authorities and functional agencies. "The police are the main force in checking and handling stone thieves. Without police support, the subjects are ready to fight back, even using stone-carrying vehicles to threaten people going to check. In fact, the ward's land officials were once driven directly into people by this group when they were preventing illegal mining activities," said Mr. Ho.

"The whole political system cannot give up in the bandits. I will continue to direct the ward government to resolutely handle.

According to Mr. Ho, if this situation continues to recur, the local government will cannot help but speak up. "The only way to prove our innocence is to completely handle the bandit attack and protect Hon Cha Mountain from further destruction," he emphasized.

Responsibility handling needs to be implemented

Faced with the serious "bleeding" of minerals, the leader of the Department of Agriculture and Environment of Binh Dinh province affirmed that the province does not grant a license to any enterprise or unit to exploit stone on Hon Cha mountain in Tran Quang Dieu ward. All stone mining activities in this area are illegal and under the direct management responsibility of the People's Committee of Quy Nhon City.

Hon Cha Mountain has also been continuously mentioned in the directives of the Chairman and Vice Chairmen of Binh Dinh Provincial People's Committee for nearly a year. In Decision No. 1957/QD-UBND dated June 1, 2024, the People's Committee of Binh Dinh province approved the Plan for management, protection of minerals, environmental landscape and prevention of landslides in the area east of Hon Cha mountain. It clearly states: All mineral exploitation activities in this area are strictly prohibited.

The decision also clearly stipulates the responsibility: If illegal mining occurs, affecting the environment, causing frustration for the people, the Chairman of Quy Nhon City People's Committee must be responsible to the Chairman of the Provincial People's Committee.

Not stopping there, in documents such as Official Dispatch No. 626/UBND-KT dated January 23, 2025 and Conclusion Notice No. 124/TB-UBND dated March 26, 2025, the leaders of Binh Dinh province continued to request Quy Nhon City to take strong measures to completely handle the illegal mineral exploitation situation in Hon Cha. These instructions all clearly emphasize the viewpoint: If Hon Cha continues to be violated, the Chairman of the People's Committee of Quy Nhon City must be responsible to the Chairman of the Provincial People's Committee.

Despite a series of strong instructions from the leaders of Binh Dinh province, the stone theft on Hon Cha mountain has not been able to end, even taking place on a larger scale than before. This shows that instructions from superiors have not been seriously and thoroughly implemented by subordinates.

Responsibility cannot only be at the commune level or the grassroots inspection forces, but it is necessary to consider the role of the Chairman of the People's Committee of Quy Nhon City - the person with full authority to direct the police and competent authorities to inspect and handle.

Leading the city -level government, the Chairman of Quy Nhon City People's Committee has a comprehensive responsibility in the management of natural resources and environmental protection and must be directly responsible to the Chairman of Binh Dinh People's Committee - in accordance with the guidance from the provincial leaders.
