On the morning of July 1, 2025, in Hanoi, the Tax Department (Ministry of Finance) held a conference to announce decisions on organization, staff, and officially implement a new organizational model of the tax sector according to the administrative boundaries of the provincial and district levels. From now on, the entire tax sector will operate according to a structure of 34 provincial and municipal tax units and 350 basic tax units.
Corresponding to 34 Provincial and Municipal Taxes, the Tax Department also assigned and appointed 34 personnel to hold the position of Chief Tax Commissioner of provinces and cities.
In his speech, Director of the Tax Department Mai Xuan Thanh requested provincial-level tax units to quickly approach the management area, build close coordination relationships with local authorities, departments, branches and relevant agencies to ensure effective implementation of assigned tasks.
The Director emphasized: units need to base on practical tasks, scale, number of taxpayers, headquarters conditions, facilities and equipment to effectively organize operations. The focus is on converting from an administrative management model to a model of serving taxpayers, with people and businesses as the center.
In the context of transforming the two-level local government model, Director Mai Xuan Thanh suggested that provincial-level tax units focus on reviewing and simplifying administrative procedures, eliminating unnecessary processes and improving the quality of online public service provision.
The goal is determined to complete 100% of tax administrative procedures regardless of administrative boundaries, ensure synchronous information technology infrastructure, stable operations, serving people and businesses anytime, anywhere.
Notably, provincial-level tax units are also assigned the task of proactively participating in perfecting tax institutions and laws, establishing procedures and regulations in accordance with the new organizational model. The implementation needs to closely follow Decree 122/2025/ND-CP dated June 11, 2025 of the Government and Circular 40/2025/TT-BTC dated June 13, 2025 of the Ministry of Finance, on decentralization and delegation of authority in the tax sector.
To increase management efficiency, the Director suggested that the whole industry promote the application of technology, taking advantage of big data and artificial intelligence in risk analysis, internal management and work management. Innovation in thinking and creativity in implementing tasks is a consistent requirement to improve labor productivity and the quality of taxpayer service in the new period.
