In order to enhance the safety and security of goods entering the European Union (EU) by applying a customsfication process before arrival for all transport methods.
The European Union's Import Control System 2 will expand to all means of transport, including road and rail, in addition to the current requirements for aviation, sea and inland waterways.

With the requirement to submit accurate and complete Composit Summary declaration (ENS) data before goods arrive, ICS2 allows customs authorities to better assess the risks related to imported goods.
Thereby, improving the EU's ability to prevent and combat customs law violations, ensuring a safer and more secure trading environment.
From April 1, 2025, before goods reach transport companies including roads and railways, data on goods sent to or through the EU will be provided through a complete ENS declaration. This obligation also involves postal transport companies and express delivery of goods by the above transport methods as well as logistics service providers.
In certain cases, the final recipient established in the EU must also send ENS declaration data to the ICS2 system.
Enterprises that are not ready at the above time should contact the EU Member State Support Center (National Customs Agency) where they have registered and received the EORI number to request an extension of the implementation time according to the new regulations no later than March 1, 2025. The grace period for slow implementation is only granted when required.
To comply with the requirements of the ICS2 system, affected businesses need to ensure accurate and complete data collection from their customers, update the information technology system and operating procedures as well as provide a full training program for employees.
The European Commission has closely cooperated with customs authorities and enterprises of member states to develop the ICS2 system. Starting from September 1, 2025, the ICS1 system will be stopped in each phase. ICS2 will completely replace ICS1 with a completely new professional process according to the Customs Code of the Union.
