On the morning of July 21, the Vietnam General Confederation of Labor held a conference to evaluate the results of the arrangement and streamlining of the apparatus and staffing of provincial and municipal labor federations.
The conference was held in person and online. Mr. Nguyen Dinh Khang - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor - chaired.
Attending were Ms. Thai Thu Xuong - Permanent Vice President of the Vietnam General Confederation of Labor; Vice Presidents of the Vietnam General Confederation of Labor: Nguyen Xuan Hung, Huynh Thanh Xuan, Phan Van Anh, Ngo Duy Hieu.
At the meeting points of the Provincial and Municipal Labor Federations, there were the participation of the Standing Committee of the Provincial and Municipal Labor Federations, leaders of professional departments of provincial and municipal labor federations; officials of commune, ward, special-zone trade unions, central trade unions of communes and wards.

According to the report of the Vietnam General Confederation of Labor, regarding union members, before May 31, 2025, the whole country had 12,297,344 union members. After the organizational arrangement according to Resolution No. 60-NQ/TW until July 15, 2025, the whole country still has 8,642,169 union members, a decrease of 3,665,175 union members, of which 2,512.569 people are no longer union members, another decrease is 1,151,606 union members.
For grassroots trade unions (including grassroots trade unions and grassroots trade unions), before May 31, 2025, the whole country had 124,762 grassroots trade unions; after the restructuring of the apparatus according to Resolution No. 60-NQ/TW by July 15, 2025, the whole country had 62,059 grassroots trade unions, a reduction of 62,703 grassroots trade unions, of which 61,293 grassroots trade unions in administrative agencies and public service units were terminated and received 100% of their salaries from the state budget and the armed forces; there were 1,410 other grassroots trade unions reduced due to bankruptcy, dissolutions, inactivity or grassroots trade unions reducing union members who were not eligible to operate according to the Charter.
For the trade unions at the grassroots level, the provincial and centrally run city labor federations will end the operation of 1,073 trade unions at the grassroots level, of which 696 district-level labor federations will end the operation.
Regarding the arrangement of the apparatus of provincial-level labor federations: Arrange from 63 provincial and municipal labor federations to 34 provincial and municipal labor federations corresponding to provincial-level administrative units from July 1, 2025.
In early 2025, at 63 provincial and municipal labor federations, there will be 236 departments and units. Up to now, the streamlining of the apparatus has been carried out with 49 departments and units (34 provinces and cities), of which: There are 15 provincial and municipal labor federations establishing 2 departments (Union working committees, industrial park union committees), the remaining 19 provincial and municipal labor federations establishing 1 committee.
Regarding the payroll, the number of employees working at the provincial-level Labor Federation agency, before the organizational arrangement, the number of employees working at the provincial and municipal Labor Federation agency was 2,571 people, of which: 2,201 positions, 186 professional contracts and 184 contracts according to Decrees 68 and 161, 111.
After the organizational arrangement, the number of people working at the provincial and municipal Labor Federations is 1,399 people, including: 1,201 positions, 77 professional contracts and 121 contracts according to Decrees 68, 161, 111.
Regarding the implementation of personnel policies, 285 people have been granted retirement procedures; 367 people have submitted applications for resignation to enjoy the regime according to Decree 178/ND-CP and Decree No. 67/ND-CP, of which 298 people have been resigned and enjoyed the regime according to Decree 178/ND-CP and Decree No. 67/ND-CP; 287 people have been assigned to other jobs as desired; number of labor contracts terminated by competent authorities: 59 people...
