Binding Businesses with Deposit Money
After the project of Dam Thi Nai Recreation Area (in Quy Nhon city) by Phu Son Thuuan Investment and Construction Company ended, the Management Board of the province's Key Industrial Zone (KKT) has proposed the province to approve the plan to select a new investor to continue investing in the project.
According to Mr. Dang Vinh Son, Head of the Management Board of KKT, the delay in providing compensation money and land clearance (GPMB) by the investor has had a significant impact on the lives of people in the project area. Therefore, the board has proposed the provincial People's Committee to allocate budget from the state budget to implement the compensation and GPMB for affected households. At the same time, select a new investor, in the form of auctioning land use rights.
“In the past, businesses were not required to sign a deposit. However, now there is a new regulation, which requires businesses to sign a deposit (advance payment), if the project is not implemented within the specified time, the business will lose the deposit money. Like other recent projects, we require investors to sign a deposit of tens of billions of dong as a binding condition, to limit the situation where businesses abandon the project” - Mr. Son said.
It is known that the Dam Thi Nai Recreation Area project (Dam Thi Nai project) was approved by the Management Board of KKT in late May 2022, with an area of over 30ha and a total investment of over 795 billion dong.
Longing for a new stable home
According to the investigation of PV, the slow progress of the project has caused dozens of households in the project area to live in dilapidated houses, even abandoned their homes for many years due to the project's stagnation.
After reviewing, Nhon Hoi commune has 87 households whose land was seized due to the impact of the Dam Thi Nai project, including Mr. Nguyen Thanh Hai (born in 1966). Mr. Hai shared that his family only had a few square meters of shrimp ponds to "catch fish to eat" to survive, but now they are in the list of households to be resettled. The thing that has been worrying Mr. Hai and his family for months is that the compensation and resettlement of the area where they raised shrimp and their homes have not been satisfactory and convenient for the people. “I hope that when the project is implemented, the state will compensate fairly, and the people will have a new place to live with stable food and shelter” - Mr. Hai said.
Mr. Tran Van Lien (born in 1959, residing in Nhon Hoi commune) said that when the investment project was approved, the people in the area were very supportive. However, to date, the investor has abandoned the project twice, affecting the lives and work of many people in the area.
In an interview with Lao Dong, Mr. Dang Vinh Son said that the compensation and price issues have been implemented in accordance with the regulations. The province has decided to seize land for the project, so it will continue to implement it, and therefore, the province will allocate budget to continue GPMB. The area where the project is implemented has been planned, and it is not possible to let the people in the area continue to build or repair their homes, as it will cause more losses to the people.
“According to the regulations, the resettlement area must be better or at least equal to the original place of residence. After the provincial People's Committee agreed to allocate additional budget for GPMB and select a new investor, we will review and resolve each case that is still pending, ensuring that the rights of the people are protected and in accordance with the law” - Mr. Son said.
Clearing the land to find a new investor
In late July 2024, Chairman of the Provincial People's Committee of Binh Dinh Province, Pham Anh Tuấn, agreed to use the state budget to implement compensation and GPMB for the Dam Thi Nai project; at the same time, added this project to the list of projects to be auctioned for land use rights in 2024, to organize the selection of a new investor as proposed by the Management Board of KKT. Mr. Dang Vinh Son said that after the provincial People's Committee agreed to the plan, the unit will clear the land to put it up for auction to find a new investor, instead of auctioning or allocating land first and then clearing it as before.
