According to data released by the Statistics Office (Ministry of Finance) on the morning of November 6, the CPI in October 2025 increased by 0.2% (urban areas increased by 0.23%; rural areas increased by 0.17%) compared to the previous month. Of the 11 main groups of consumer goods and services, there are 10 groups of goods with increased prices, 1 group of goods with decreased prices (the transport group decreased by 0.81%).
The average consumer price index in the first 10 months of 2025 increased by 3.27% over the same period in 2024. In particular, the CPI developments in the months and factors increasing and decreasing the CPI in the first 10 months of 2025 are analyzed in detail in the sections below.
In the first 10 months of 2025, the CPI increased in 9 months and decreased in 1 month compared to the previous month, affected by increased consumption regulations during holidays and Tet, the influence of world prices (rice, heated gas, petroleum) and domestic prices ( pork, household appliances, housing maintenance, rental housing). In the first 10 months of 2025, the average monthly CPI increased by 0.28% compared to the previous month.
Accordingly, the CPI in January increased the highest at 0.98% due to some localities increasing prices of medical services and the month of Lunar New Year, so people's shopping and travel demand increased. In February 2025, the CPI increased by 0.34% due to pork prices increasing due to a shortage of supply, and rental housing prices increasing when a large number of workers returned to the city to work after Tet.
In March 2025, the CPI decreased by 0.03% due to decreased rice, gasoline and oil prices. From April 2025 to October 2025, CPI will maintain an upward trend, with rates of 0.07%; 0.16%; 0.48%; 0.11%; 0.05%; 0.42% and 0.2% respectively due to increased rental prices, food, out-of- family dining, electricity and housing maintenance. In the first 10 months of 2025, the average monthly CPI increased by 0.28% compared to the previous month.
In the first 10 months of this year, the CPI increased by 3.26% over the same period last year. The main reason is that the price of health services is adjusted according to Circular No. 21/2024/TT-BYT of the Ministry of Health; the price of housing, electricity, water, fuels and construction waste increased; the group of food and beverage services also increased due to increased consumer demand; the price of educational services increased due to some private universities, high schools, and kindergartens adjusting tuition fees for the 2025-2026 school year.
Basic inflation in October 2025 increased by 0.35% compared to the previous month and increased by 3.3% compared to the same period last year. On average, in the first 10 months of 2025, core inflation increased by 3.2% over the same period last year, lower than the increase of 3.27% of the average CPI, mainly due to the price of food, foodstuffs, electricity, medical services, and educational services being factors that increase CPI but belong to the group of goods excluded in the list of core inflation calculation.
