On April 13, 2026, the Ministry of Industry and Trade issued Decision No. 824/QD-BCT, implementing the Action Plan to implement Directive No. 09/CT-TTg (March 19, 2026) of the Prime Minister on strengthening energy saving, promoting energy transition and developing electric vehicles.
Ensuring energy security, reducing supply pressure
According to the Action Plan, the Ministry of Industry and Trade identifies ensuring solid national energy security as a key and consistent task in leadership, direction and administration. The dissemination and institutionalization of the Party and Government's guidelines and resolutions is set out with timely, complete and accurate requirements.
In the context of the world energy market still fluctuating, the implementation of energy-saving solutions is considered a key solution to reduce supply pressure. At the same time, the Ministry of Industry and Trade orients to promote the transition to electric vehicles, develop charging infrastructure and encourage the use of biofuels to reduce dependence on imported gasoline and oil.
The plan also sets out specific goals by 2030 such as reducing energy consumption per unit of GDP from 1–1.5% per year; saving electricity by at least 3%/year for key energy-using facilities; reducing electricity loss throughout the system to 5.8%. At the same time, striving for 100% of key energy-using facilities to conduct energy audits and apply energy management systems.
Notably, the plan aims to ensure that at least 50% of public transport vehicles in urban areas switch to electricity, while ensuring domestic oil refining capacity to meet about 70% of demand.

Improving policies, promoting technology and the energy market
To realize the goals, the Ministry of Industry and Trade has set out a series of synchronous tasks and solutions, in which the focus is on perfecting mechanisms, policies and technical standards on economical and efficient energy use.
The list of equipment that must have energy labels will be expanded, along with the application of minimum energy efficiency levels. Inspection and supervision of energy use at key facilities will also be strengthened.
In parallel, the Ministry of Industry and Trade promotes the application of science and technology, innovation and digital transformation in the energy sector, especially energy storage technologies, new generation batteries and high-performance electric motors. New research directions such as hydrogen, ammonia and low-emission fuels are also included in the pilot roadmap.
An important highlight is the development of the energy service market (ESCO), encouraging the private sector to participate in investing in energy-saving projects. At the same time, rooftop solar power models and energy storage batteries are also encouraged to reduce pressure on the national power system.
In addition, the plan emphasizes inter-sectoral coordination between the Ministry of Industry and Trade and ministries, branches, localities and large enterprises such as EVN, PVN, TKV to control energy loss in the entire production, transportation and distribution chain.
Building energy supply scenarios, managing the gasoline and oil market flexibly, ensuring no supply disruption is also set as an urgent requirement in the current period.
The action plan to implement Directive 09/CT-TTg is expected to create an important foundation for Vietnam to shift energy towards green and sustainable, while improving energy efficiency and ensuring national energy security in the long term.
