Announcing decisions on transfer and appointment of leading officials
Implementing Decree No. 351/2026/ND-CP dated September 11, 2026 Regulating the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade and the Resolution of the Standing Committee of the Party Committee of the Ministry of Industry and Trade on personnel work, the Minister of Industry and Trade has signed and issued Decisions on transferring, appointing and receiving, and appointing leaders and managers at agencies and units under the Ministry.
At the conference, Director of the Department of Organization and Personnel Tran Quang Huy announced the Decisions on the transfer and appointment of leading civil servants of the Ministry of Industry and Trade.
Accordingly, 7 officials were appointed to hold the positions of Heads of units, including:
Mr. Le Trieu Dung holds the position of Director of the Department of Overseas Market Development and Multilateral Trade;
Mr. Bui Huy Son holds the position of Director of the Department of Planning - Finance;
Ms. Nguyen Thi Lam Giang holds the position of Director of the Department of Science, Technology and Digital Transformation;
Ms. Le Hoang Oanh holds the position of Director of the Department of E-commerce;
Mr. Tran Binh Trong holds the position of Director of the Department of Geology and Minerals of Vietnam;
Mr. Nguyen Truong Giang holds the position of Chief of Office of the National Mineral Reserves Assessment Council;
Mr. Tran Thanh Tung holds the position of Acting Director of the Department of Energy - Oil and Gas.
For Deputy Heads of units, the Minister of Industry and Trade also signed decisions on transfer and appointment:
The Department of Overseas Market Development and Multilateral Trade has Deputy Directors: Do Quoc Hung, Nguyen Thao Hien, Vo Hong Anh, Nguyen Viet San, Nguyen Hong Duong, To Ngoc Son, Pham Quynh Mai, Nguyen Viet Chi, Ngo Chung Khanh.
The Department of Industry has comrades Do Thi Minh Tram, Nguyen Van Thinh holding the position of Deputy Director.
The Department of Geology and Minerals of Vietnam has comrades Tran My Dung, Le Quoc Hung, Tran Phuong holding the position of Deputy Directors.
The Office of the National Mineral Reserves Assessment Council has comrades Le Van Luong and Pham Minh Khoi holding the position of Deputy Chief of Office.
The Department of Energy - Oil and Gas has comrades Trinh Duc Duy, Dang Hai Anh, Dang Hai Dung holding the position of Deputy Directors.
The Department of Science, Technology and Digital Transformation has comrades Tran Minh, Dao Duy Anh, Nguyen Viet Tan, Hoang Ninh holding the positions of Deputy Directors.
The Department of E-commerce has comrades Lai Viet Anh, Nguyen Thi Minh Huyen holding the position of Deputy Director. The Department of Planning - Finance has comrades Tao Thi Kim Van, Do Vu Anh Thu, Mai Thu Hien holding the position of Deputy Director.
A milestone of decisive significance for the Industry and Trade sector
Speaking to assign tasks at the conference, Deputy Minister Truong Thanh Hoai emphasized that September 15, 2026 marks a milestone of significant significance for the Industry and Trade sector, when Resolution No. 66/25/2026/NQ-CP and Decree No. 351/2026/ND-CP officially take effect.
According to Deputy Minister Truong Thanh Hoai, this is not simply an administrative adjustment, but a strategic shift to comprehensively restructure the development space of the industry.
According to the new model, the Ministry's apparatus is streamlined to 21 focal points, and at the same time is expanded, creating more important new state management spaces such as geology, minerals, industrial parks, along with stricter requirements on digital transformation, green economy, renewable energy and trade defense in the context of deep integration.
