The Ministry of Finance's electronic information portal has just shared a reader's question related to early retirement according to Decree 178/ND-CP.
Accordingly, readers mentioned a group of 8 cadres of the Party and mass organizations of Luong Tai district (old Bac Ninh province) who have been decided to retire early, including some who retire from March 1, 2025. However, as of July 21, 2025, this group of cadres has not yet received the support regime according to Decree 178 and Decree 67. Meanwhile, according to the direction of the Prime Minister and the instructions of the Ministry of Finance and the Ministry of Home Affairs, the payment must be completed before June 30, 2025.
A reader asked: After the old district level no longer exists and the province has merged, which agency will resolve and pay the support regime? Has the Ministry of Finance issued an estimate to the province or not?
Regarding this, the Ministry of Finance said that it has issued Circular No. 07/2025/TT-BTC dated January 24, 2025 and Circular No. 34/2025/TT-BTC dated June 11, 2025 amending and supplementing a number of regulations. Accordingly, the budget for implementing the early retirement regime is integrated into the local salary reform needs. The payment is made by local agencies and units based on the list of subjects and funding approved by competent authorities.
On June 12, 2025, the National Assembly issued Resolution No. 202/2025/QH15 merging the entire natural area and population of Bac Giang and Bac Ninh provinces into a new province named Bac Ninh. Therefore, the implementation of payment of regimes and policies according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP will be undertaken by Bac Ninh province (after the arrangement of administrative units).
According to report No. 356/UBND-KTTH dated July 17, 2025 of the People's Committee of Bac Ninh province, by June 30, 2025, the province has paid 100% of the regime to retirees according to the approved decision, including the subjects of the two provinces before the merger. In the case of reader N.V.T, the funds have been transferred to the specialized agency under the People's Committee of Luong Tai commune (Financial - Planning sector) for receipt and handling.
