The Government has just issued Decree No. 154/2025/ND-CP regulating staff streamlining, effective from now until December 31, 2030.
Decree No. 154/2025/ND-CP details policies on staff streamlining, including many policies for early retirees, policies on transfer to work at organizations that do not receive regular salaries from the state budget, policies for part-time workers at the commune level who retire immediately from implementing the 2-level local government model.
Notably, Decree No. 154 also specifically stipulates severance pay policies for those who immediately quit their jobs and those who quit their jobs after vocational training.
In particular, regarding the policy of termination of employment, subjects who have not reached the retirement age as prescribed in Appendix I and Appendix II issued with Decree No. 135/2020/ND-CP and are not eligible for the early retirement policy prescribed in this Decree, if they terminate their employment immediately, will enjoy the following benefits:
- Receive a subsidy of 03 months of current salary to find a job;
- Receive a subsidy of 1.5 months of current salary for each year of work with compulsory social insurance (SI) contributions;
- Receive the period of compulsory social insurance payment or receive one-time social insurance according to the provisions of the law on social insurance.
Regarding the policy of termination of employment after vocational training, Decree No. 154 stipulates:
Subjects under 45 years old, with health, sense of responsibility and sense of organization and discipline but taking on jobs that are not suitable in terms of training level, training major, and wish to quit their jobs, are given the opportunity to study a trade by the agency, organization or unit before quitting their job, find a new job on their own, and are entitled to the following benefits:
- Receive the full current salary and be paid by the agency or unit for social insurance, health insurance, unemployment insurance (if subject to unemployment insurance) during the time of vocational training, but the maximum benefit period is 06 months;
- Receive a subsidy of one vocational training fund equal to the cost of a vocational course, with a maximum of 06 months of current salary paid to a vocational training institution;
- After finishing vocational training, they will be subsidized 03 months of current salary at the time of studying to find a job;
- Receive a subsidy of 0.5 months of current salary for each year of work with social insurance contributions;
- During the time of vocational training, continuous working time is counted but seniority is not counted to increase the regular salary level every year.
- Receive the period of compulsory social insurance payment or receive one-time social insurance according to the provisions of the law on social insurance.
