Import ban on goods manufactured by forced labor from September 5, 2026

Decree 292/2026/ND-CP stipulates the prohibition of importing products and goods exploited, produced or manufactured by forced labor.

The Government has just issued Decree No. 292/2026/ND-CP dated July 22, 2026 detailing a number of articles and measures to organize and guide the implementation of the Law on Foreign Trade Management. Among them, a noteworthy content is the regulation on types of goods banned from export and banned from import.

According to Article 5 of Decree 292/2026/ND-CP, goods prohibited from export and prohibited from import are implemented according to the provisions of current legal documents and the List of goods prohibited from export and prohibited from import issued together with Appendix I of the Decree.

The list of prohibited export goods includes: Weapons, ammunition, explosives; round wood, sawn timber of all kinds originating from domestic natural forest wood; rough diamonds prohibited from export under the Kimberley Process Certification Regulations; e-cigarettes, heated tobacco...

For prohibited import goods, the Decree stipulates: Weapons, ammunition, explosives; firecrackers of all kinds (except for maritime safety firecrackers according to the guidance of the Ministry of Construction); sky lanterns; jamming devices for vehicle speed measuring devices; electronic cigarettes, heated tobacco.

The list of prohibited imports also includes used consumer goods; used vehicles such as textiles, footwear, clothing; electronics, refrigeration, household appliances; interior decoration goods; household appliances made of ceramics, porcelain, glass, metal, plastic, rubber, plastic and other materials; bicycles, motorbikes, mopeds; used medical equipment; used digital technology products...

Notably, Decree 292/2026/ND-CP supplements regulations prohibiting imports of products and goods that are exploited, produced or manufactured entirely or partially by forced labor.

The import ban applies to goods originating from enterprises, countries, and territories in accordance with relevant international treaties to which Vietnam is a member.

Decree No. 292/2026/ND-CP takes effect from September 5, 2026.
