On the afternoon of June 22, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc worked with the Ministry of Industry and Trade and a number of related ministries and sectors to give opinions on completing the draft Decision of the Prime Minister stipulating the import and temporary import of cars in the form of gifts, gifts, and moving assets.
According to the draft, imported and temporarily imported cars as gifts, gifts, and moving assets must be consistent with the type of vehicle, brand, manufacturer and fuel type recorded in the car import business license of the enterprise.
Import and temporary import activities in these forms are only carried out through enterprises licensed to import cars according to Decree No. 116/2017/ND-CP, except for cases eligible for incentives and exemptions according to separate regulations.
The Ministry of Industry and Trade said that this regulation aims to limit the situation of importing used vehicles that do not meet the requirements for technical safety, environmental protection and traffic safety; and at the same time ensure that vehicles are warranted and maintained according to the standards of manufacturers in Vietnam.
The implementation through licensed enterprises also contributes to simplifying procedures and improving transparency in import activities.
Regarding dossiers, in addition to documents as prescribed by customs law, importing organizations and individuals must supplement documents clearly stating the purpose of import as gifts, gifts or moving assets; information about the gifter, recipient or user and basic parameters of the vehicle.
This regulation aims to help customs authorities correctly identify the nature of transactions, improve management efficiency and statistical work.
Car import enterprises are responsible for periodically reporting on the quantity, value, type, brand and fuel used of imported cars in the above forms.
The Ministry of Industry and Trade has also researched and absorbed the opinions of the Ministry of Public Security on the scope of regulation and subjects of application between the two forms of gifts, gifts and moving assets; supplemented the assignment of responsibilities to ministries and sectors in coordinating information and databases for management; clarified regulations on temporary import, re-export, destruction, and transfer of cars and two-wheeled motorbikes for subjects entitled to diplomatic privileges and immunities.

Concluding the meeting, the Standing Deputy Prime Minister clearly stated that in the process of developing policies to manage the import and temporary import of cars in the form of gifts, gifts, and moving assets, arising problems need to be identified to be resolved; do not prohibit or not implement them because it is difficult to manage.
The Standing Deputy Prime Minister emphasized the requirement to ensure fairness, not to take advantage of gifts and gifts to profit from policies. The goal is to continue to improve policies, ensuring state management requirements.
The Ministry of Industry and Trade fully absorbs the opinions of ministries and sectors at the meeting to complete the draft Decision; in the submitted dossier, it is necessary to clearly state the solutions and recommendations of relevant ministries and sectors.
