The Quang Ninh LNG Liquefied Gas Plant project was granted an investment approval certificate by the Provincial People's Committee and held a groundbreaking ceremony from October 24, 2021.
The plant has a capacity of 1,500MW with a total investment of over 47,000 billion VND. However, to date, the project has not yet started construction according to the set schedule.
The project is implemented on a total area of 41.12 hectares. Of which, the first phase of land acquisition is 25.42 hectares (including 8 households and 2 organizations). From November 2024 to June 30, 2025, the People's Committee of Cam Pha City (old) has basically completed the steps in the process of compensation, support, resettlement, and land acquisition.
From July 1, 2025, the site clearance work will be carried out by Cua Ong ward and there are still 8 households and 1 organization whose land has been recovered that have not cooperated to hand over the site. Therefore, the authorities have developed a plan for compulsory land recovery. It is expected that immediately after the People's Committee of Cua Ong Ward completes the enforcement, the Construction Investment Project Management Board of Area II will receive the site, hand it over to the investor and complete the site clearance confirmation documents.
The area of the second phase of land acquisition is 15.7 hectares (including 5 households and 5 organizations), so far the investigation, survey, measurement and inventory of 5 organizations and 1 household has been completed.
For 4 households that did not cooperate with land acquisition, on July 10, 2025, the People's Committee of Cua Ong Ward issued a decision on compulsory counting. On July 21, 2025, the Management Board of Investment and Construction Projects of Area II coordinated with the Ward People's Committee to organize the counting, but the households continued to not cooperate.
On July 28, 2025, the Chairman of Cua Ong Ward People's Committee issued a decision to enforce the mandatory counting. Then, on August 4, 2025, the People's Committee of the ward held a meeting, propagated, and mobilized 4 households to comply. To date, the project has only reclaimed 4.9 hectares.
The reason is that some households have not agreed with the compensation and support plan for site clearance, causing difficulties in verifying the origin of the land, construction status, and tree planting before July 1, 2004.
At the meeting with the project investor on August 25, 2025, Mr. Le Van Anh, Vice Chairman of the People's Committee of Quang Ninh province, requested the People's Committee of Cua Ong ward and related units to review all decisions, documents, and records; clearly identify the scope and ownership to completely handle the existing problems, ensuring compliance with legal regulations; Review support mechanisms, publicize compensation plans, organize direct dialogues with the people; Complete plans and procedures in September 2025, ensure the handover of the site to serve the project on schedule.
According to Directive No. 01/CT-TTg dated January 3, 2025 of the Prime Minister on ensuring adequate electricity supply for production, business and people's lives during the peak period in 2025 and the period of 2026-2030, the Quang Ninh LNG Power Plant project belongs to the group of key gas power projects.
The Government requests the Ministry of Industry and Trade and the People's Committees of the provinces to urge investors to urgently complete procedures, start construction soon, speed up progress, and commit specific operating time.
In particular, the Government has directed to strive to complete and put the project into operation 1-2 years earlier than planned, especially in the 2026-2028 period. If necessary, it will study and propose to competent authorities to decide on specific mechanisms and policies to meet the requirements of ensuring electricity supply.
The completion of site clearance in September 2025 is not only an urgent requirement for the Quang Ninh LNG gas project to be able to start construction, but also a commitment of the locality to realize the Government's direction, contributing to ensuring stable power supply for the period 2026-2030.
