The Ministry of Finance issued Official Letter No. 7133/BTC-NSNN on the implementation of payment of regimes and policies according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government. These are two important legal documents regulating the regime and policies for cadres, civil servants, public employees, workers and armed forces in the process of streamlining and reorganizing the political system.
Previously, the Government issued Decree 178/2024/ND-CP on December 31, 2024, amended and supplemented a number of articles according to Decree 67/2025/ND-CP dated March 15, 2025. Based on these regulations, the Ministry of Finance issued Circular 07/2025/TT-BTC dated January 24, 2025 to guide the preparation of estimates, determination of funding sources, management, use and settlement of funding for policy implementation.
At the same time, the Ministry of Finance continuously sends documents to localities (No. 5852/BTC-NSNN dated May 4, 2025, No. 6675/BTC-NSNN dated May 16, 2025, and No. 7111/BTC-NSNN dated May 23, 2025) requesting reports on policy payment results and outstanding funding needs that need support from the central budget.
In order to ensure the full implementation of the regimes and policies as prescribed, the Ministry of Finance requests the People's Committees of provinces and cities directly under the Central Government to urgently direct agencies, units and subordinate People's Committees to fully and promptly pay regimes and policies for regime rest. At the same time, it is necessary to summarize the missing funding needs and send it to the Ministry of Finance for summarizing and submitting to competent authorities. All difficulties and problems arising during the implementation process should be reflected in time for appropriate treatment.
Regarding this content, on May 12, 2025, the Prime Minister issued Official Dispatch No. 62/CD-TTg, requesting Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and cities to focus on directing the serious implementation of Resolutions and directives of the Party, National Assembly, Government and relevant ministries and branches on personnel policies when reorganizing the apparatus.
The Prime Minister asked localities to proactively allocate funding sources to pay policies.
