Creating a stable and long-term legal framework
The Ho Chi Minh City People's Council has issued Resolution No. 62/2025/NQ-HDND stipulating policies to support attracting tourist groups to Ho Chi Minh City to attend conferences, seminars, and exhibitions combined with tourism. The Resolution takes effect from December 20, 2025 to the end of December 31, 2030.
According to the Ho Chi Minh City Department of Tourism, this is a specific MICE tourism support policy, built and promulgated for the first time nationwide at the People's Council level, based on the application of a specific mechanism according to Resolution No. 98/2023/QH15 of the National Assembly.
The issuance of the Resolution marks a breakthrough in thinking and policy tools, demonstrating Ho Chi Minh City's pioneering role in developing professional, high-quality and internationally competitive MICE tourism.
The policy is designed in the direction of not spreading resources, focusing on supporting MICE tourist groups with a scale of 100 people or more, meeting strict conditions on minimum accommodation time of 3 nights and a tour program of at least 2 days in Ho Chi Minh City to ensure increased spending, spreading economic benefits and budget efficiency.
Increasing the advantage on the MICE regional map
Commenting on the MICE market in Ho Chi Minh City after the merger, a representative of Vietluxtour Company said that the MICE market in Ho Chi Minh City is in a potential transformation phase, with clear advantages in infrastructure, international brand and an increasingly methodical MICE tourism development strategy.
Mr. Pham Huy Binh - Director of Ho Chi Minh City Department of Tourism - said that the city's MICE support policy demonstrates pioneering spirit and determination to attract major international events. The Department will coordinate with departments, branches, localities and businesses to effectively and synchronously implement policies, while strengthening communication and promotion to bring policies into practice.
Ho Chi Minh City currently owns a modern conference and exhibition infrastructure system, a 4-5 star hotel network, professional event organization services and the advantage of international aviation connection. The fact that it has been honored as the leading MICE tourist destination in Asia for many consecutive years shows the city's great potential and development potential in this segment.
Progressive support to attract international events of stature
MICE's support policy applies a progressive mechanism, with higher levels of support for large delegations, in order to attract large-scale international events. Eligible delegations will be supported with tour ticket costs (maximum 25%, not exceeding 20 million VND/delegation), renting halls (up to 30% support for large delegations), organizing welcoming art programs (prioritizing Vietnamese traditional art) and souvenirs (prioritizing OCOP products and tourism gifts that win prizes).
