At the same time, train and develop on-site human resources to meet the requirements of tasks in state agencies in disadvantaged areas, mountainous areas, remote areas.
Thereby building a team of cadres, civil servants and public employees with capacity and qualities, meeting the requirements of completing tasks well and excellently, and long-term attachment to the locality.
Responding to this content, Minister of Home Affairs Do Thanh Binh said that institutionalizing the Party's policy on attracting and promoting talented people in public service activities, the Ministry has advised the Government to submit to the National Assembly for approval the Law on Cadres and Civil Servants.
In which, it adds regulations on mechanisms to attract high-quality human resources and policies for talented people in public service activities.
Accordingly, it clearly stipulates 2 contents to attract experts, scientists, lawyers, good lawyers, typical businessmen, excellent graduates and other high-quality human resources to work at agencies, organizations and units in the political system.
Along with that, identify the subjects as talented people in public service activities to have a worthy treatment policy to retain people with qualifications and abilities.
Regulate the mechanism for allowing the signing of contracts for performing duties of civil servants to attract high-quality human resources to perform a number of tasks of civil servants, including the tasks of leadership and management civil servant positions.
The Minister of Home Affairs also said that the Government and the Prime Minister have issued many legal documents such as Decree 179/2024, Decree 103, 231, 249/2025, and other decisions.
This is to supplement and perfect regulations on criteria, recruitment, arrangement, use processes, and treatment policies for talented people in public service activities and high-quality human resources in key industries and fields.
Thus, the overall implementation of policies stipulated in the above documents will ensure mechanisms and policies to attract, promote, and reward talented people, and incentives to contribute to improving the effectiveness and efficiency of the political system, especially the team of cadres and civil servants at the commune level.
According to the Minister, implementing Conclusion 205 of the Politburo, in the coming time, the Ministry of Home Affairs will continue to review, amend and supplement relevant documents to build breakthrough mechanisms and policies that are outstanding in the arrangement, use and treatment of cadres, civil servants and public employees.
Regarding on-site human resource training and development, the Minister said that the Government has issued Decrees 170 and 171 in 2025.
In which, it stipulates civil servant recruitment for those who have committed to volunteering to work for 5 years or more in areas with particularly difficult socio-economic conditions; students under the recruitment regime according to the provisions of the Education Law, after graduating, return to work in the locality where they are sent to study.
Regulate policies to support training and development costs for civil servants who are ethnic minorities.
Cadres, civil servants and public employees working in areas with particularly difficult socio-economic conditions are entitled to the regimes and policies prescribed in Decree 76/2019.
Based on local regulations and conditions, the Provincial People's Council shall consider and decide to implement specific local preferential policies (if any) to train and develop on-site human resources to meet the requirements of state agencies in disadvantaged areas, mountainous areas, remote areas.
