The Ministry of Finance proposes stronger decentralization in the management of redundant public land and houses, the Chairman of the commune can decide the rental price for assets under management.

On the afternoon of June 1st, at a meeting providing information to the press on the arrangement and handling of public assets after arranging the organizational structure and administrative units, Ms. Tran Dieu An - Deputy Director of the Department of Public Asset Management (Ministry of Finance) said that so far localities have initially completed the arrangement and handling of houses and land under management after arranging the organizational structure and administrative units.

According to the summary report as of May 27, 2026, the number of redundant houses and land that have been decided to be recovered and transferred to localities for management and handling and have completed handling or put into operation is 4,709 facilities.

However, there are still 11,412 redundant houses and land facilities that have been decided to be recovered and transferred to localities for management and handling that have not been completed or put into thorough exploitation. In addition, ministries and central agencies have handled 3,446 houses and land facilities, but there are still 702 facilities that have not been completed for handling.

According to Ms. Tran Dieu An, after arrangement, localities have prioritized the use of surplus housing and land funds for community purposes.

Of which, 3,015 facilities have been arranged as educational and training facilities; 648 facilities have been arranged as medical facilities; 2,385 facilities have been arranged as cultural and sports facilities and 626 facilities have been used for other public purposes.

Providing additional information at the meeting, Mr. Nguyen Tan Thinh - Director of the Department of Public Asset Management said that as of May 27, 2026, localities have completed step 1 of handling 26,447 houses and land facilities arising from the process of arranging the organizational structure and administrative units.

According to Mr. Thinh, the conversion of functions of redundant housing and land facilities is carried out flexibly depending on the actual conditions of each locality.

Facilities near hospitals and medical centers are prioritized for local conversion to serve health; facilities near schools are considered for education. Large-scale facilities can serve universities, colleges or vocational training institutions; smaller facilities can be used to expand general schools," Mr. Thinh said.

Proposing special mechanisms to accelerate the exploitation of surplus assets

Explaining why many houses and land facilities have not been exploited and thoroughly handled, Mr. Nguyen Tan Thinh said that the reason is that localities are simultaneously performing many tasks related to arranging the organizational structure. In addition, many localities are subject to consolidation or have large scale arrangements, so the number of surplus houses and land arising is very large.

The workload is very large, so localities need more time to complete each step of handling. If specific mechanisms and policies are promulgated soon, localities can deploy them simultaneously and accelerate progress. I think many localities are fully capable of completing the handling in the near future," Mr. Thinh said.

Mr. Thinh also said that the Ministry of Finance is submitting to the Government a draft resolution on specific mechanisms and policies to accelerate the progress of handling and exploiting surplus houses and land.

Accordingly, the draft resolution proposes to simplify the method of determining rental prices in a direction that is easy to calculate, easy to implement, easy to check and supervise. The price determination formula is designed to be simpler but still ensures the principle of publicity and transparency.

The Ministry of Finance proposes stronger decentralization of the authority to decide rental prices. Instead of having to submit to the Provincial People's Committee to issue a price list as at present, the decision-making power will be assigned to organizations with the function of managing and trading in houses at the provincial level or the Chairman of the Commune People's Committee, depending on the scope of asset management.

Price determination can be carried out for each housing and land facility or multiple facilities at the same time. After being issued, the rental price must be publicly announced on the electronic information portal and listed at the housing and land facility for organizations and individuals who need to access information.

For priority cases, the selection of tenants will be carried out according to the principle of publicity and transparency. In case only one subject meets the priority conditions, it will be considered for selection; if there are two or more priority subjects, a draw will be organized.

For cases that are not prioritized, the draft resolution proposes a similar auction selection mechanism but procedures are significantly simplified.

Accordingly, the unit assigned to manage houses and land will directly publicize information about assets. After the public disclosure period, the organization or individual paying the highest price and not lower than the starting price will be selected.
