On November 4, confirming with reporters, Mr. Nong Quang Hieu - Head of Construction Management Department, Department of Construction of Lang Son province - said that the Department of Construction of Lang Son province has just discovered a series of violations by a number of businesses in the area, related to sales exceeding the advertised price, not complying with regulations on declaration and declaration of product compliance.
Accordingly, the review will be implemented after the Ministry of Construction issued Official Dispatch No. 77 on requesting localities to strengthen control of supply, demand and selling prices of construction materials. At the same time, ensure the announcement of prices, unit prices for labor, construction equipment, construction equipment, construction price indexes at the right time and according to the content specified in Circular No. 11/2021/TT-BXD.
The results showed that Giang Son Production, Trade and Service Company Limited and Gia Loc Joint Stock Company both sold construction materials higher than the declared and announced prices in violation of the provisions of Decree No. 87/2024/ND-CP of the Government on administrative sanctions for price management.
Notably, Gia Loc Joint Stock Company was also determined to have violated Decree No. 119/2017/ND-CP (amended by Decree 126/2021/ND-CP) when it did not re-declare the product concatenation despite changes in the previously announced documents.

"We have requested units to promptly rectify, declare, announce and sell construction materials at the correct prices," Mr. Hieu added.
Previously, Lao Dong Newspaper received feedback that Hung Son Sand and Stone mine (old Trang Dinh district, now in Trang Dinh commune) continuously adjusted the selling price of construction materials in a short time.
According to the reporter's records, from mid-April to mid-May 2025, the price of construction sand at Hung Son mine - under Gia Loc Joint Stock Company has been adjusted up twice.
From 330,000 VND/m3, the selling price was raised to 360,000 VND/m3 and then to 400,000 VND/m3, followed by a selling price of 500,000 VND/m3.
Explaining the reason, at that time, Mr. Nguyen Ngoc Khiem - Deputy Director of Gia Loc Joint Stock Company - explained: "The enterprise has suffered losses for many consecutive years due to the sluggish market and high input costs. The selling price of each cubic meter of sand is about 30-33% of taxes and fees. To maintain production, we are forced to adjust prices".
According to Mr. Khiem, the enterprise has submitted a proposal to adjust the price of construction materials from 280,000 VND/m3 to 327,000 VND/m3 from April 2025. However, due to the lack of some procedures, the dossier has not yet been approved by the competent authority.
The fact that businesses arbitrarily increase the price of construction materials has significantly affected the progress of national key projects urgently being implemented in Lang Son province such as Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressways.
