On the evening of November 4, in Hoa Hiep ward (Dak Lak province), there began to be rain with wind. Earlier in the day, local people were busy preparing and reinforcing their homes to cope with storm No. 13 (Kalmaegi).
Mr. Tran Nhu Ty (Phu Tho 3 quarter, Hoa Hiep ward) said that to protect the corrugated iron roof from the wind, he used bags of water to cover the roof. This is the first time he has applied the measure of reinforcing the roof because he heard that this storm was very strong.
Not only Mr. Ty, many households in Hoa Hiep ward are also urgently reinforcing their houses, using stones, sandbags, and water bags to straighten the roofs and close windows, limiting damage when the storm hits.

In Tuy An Nam commune (Dak Lak province), people are urgently deploying measures to respond to storm No. 13, which is forecast to be strong and directly affect the Central and South regions.
Mr. Nguyen Hoang Yen - Head of My Quang Bac village (Tuy An Nam commune) - said that most of the villagers' boats have been safely anchored by the people, with only a few on their way to shore.

"The people have almost completed the anchoring of their boats, reinforcing the corrugated iron roof and doors. Those with weak corrugated iron roofs should help and strengthen themselves carefully. This storm is heard very strongly, so everyone should proactively prepare early, said Mr. Yen.
Local authorities are continuing to inspect and support people to tie up their houses, move assets and boats to safe shelters, and be ready to respond to storm No. 13.

According to the leader of the People's Committee of Hoa Hiep Ward (Dak Lak), the response to storm No. 13 is being seriously and urgently deployed according to the direction of the Provincial People's Committee and the Central Government, to ensure the safety of people's lives and property.
In response to the development of storm No. 13, on November 4, the Chairman of the Dak Lak Provincial People's Committee issued an urgent telegram requesting localities, departments and branches to proactively deploy response plans to storms and floods in the area.
According to the forecast, storm Kalmaegi is very strong, when entering the East Sea it will reach level 13-14, gusting to level 16-17, directly affecting the Central and South Central regions, in which Dak Lak may experience strong winds of level 8-9, gusting to level 11 and heavy to very heavy rain from November 6-7.
The Provincial People's Committee requested localities to urgently review, count boats, instruct fishermen on safe shelters, proactively reinforce houses, dykes, dams and be ready to evacuate people from dangerous areas. The authorities are on duty 24/7, implementing the "4 on-site" motto, ensuring the safety of people's lives and property.
