The People's Committee of Lao Cai province has just issued a document requesting units and localities in the education sector to strictly implement regulations on financial management, teacher ethics and pedagogical code of conduct, to ensure publicity, transparency and improve discipline and public ethics in the new school year.
Accordingly, in recent times, the province's education and training work has achieved many positive results. The team of teachers, managers and staff of the whole industry always upholds a sense of responsibility, making an important contribution to the development of local education.
However, there are still violations in financial management, some cases are not strict in discipline and public ethics, affecting the reputation of the industry and the trust of the people.

Faced with that reality, Lao Cai Provincial People's Committee directed the entire sector to strengthen the work of rectification, tightening discipline, professional ethics and pedagogical codes of conduct.
Educational institutions must thoroughly grasp and seriously implement the regulations, directives and circulars of the Ministry of Education and Training; especially the Regulation No. 18-QD/TU of the Standing Committee of Lao Cai Provincial Party Committee on studying, following and setting an example in Ho Chi Minh's ideology, morality and style.
The Provincial People's Committee emphasized that heads of educational institutions must be responsible before the law and higher management agencies for all financial activities, sponsorship, revenue and expenditure within the unit; absolutely do not overcharge, force or mobilize against regulations. All revenue and expenditure must be public, transparent and for the benefit of students.

Along with that, units in the industry need to strengthen propaganda, inspection, and supervision of compliance with public service discipline and behavioral culture of cadres, teachers, and employees. Violations of professional ethics, spreading offensive images, and school violence will be strictly handled.
The People's Committee of Lao Cai province assigned the Department of Education and Training to preside over, guide, train and inspect educational institutions; publicize the results of handling violations on appropriate information media, and periodically report on the implementation of policies for teachers and students.
The Department of Finance coordinates to inspect and guide the management and use of the budget and revenues and expenditures for educational activities.

The People's Committees of communes and wards are responsible for closely coordinating with the education sector and competent authorities to inspect and supervise educational institutions in the area; thoroughly handling people's reflections and recommendations related to financial management, sponsorship and teacher ethics.
The head of an educational institution is responsible to the Chairman of the People's Committee at the commune level and the Director of the Department of Education and Training if any violations occur.
