On the morning of August 21, the Party Committee of the Ministry of Finance solemnly held the first Congress of Delegates for the 2025 - 2030 term. This is the first Congress after reorganizing the apparatus: merging the Party Committee of the Ministry of Finance with the Party Committee of the Ministry of Planning and Investment, receiving and arranging the Party Committee of Vietnam Social Insurance and Party organizations under the State Capital Management Committee at Enterprises and the National Financial Supervision Committee.
The Congress set the motto "Solidarity - Discipline - Breakthrough - Development", affirming the spirit of solidarity and unity of cadres, party members and workers of the Ministry of Finance, towards the best completion of common tasks with a sense of responsibility and discipline, daring to think, daring to do, daring to make breakthroughs for the common good.
Attending the Congress were Comrade Nguyen Chi Dung - Member of the Party Central Committee, Member of the Government Party Committee Standing Committee, Deputy Prime Minister; Comrades of the Party Central Committee, leaders of Central Party Committees, leaders of Party Committees of ministries, branches, and central agencies; leaders and former leaders of the Ministry of Finance; and all 283 delegates who are excellent, outstanding, and representative Party members of more than 7,600 Party organizations under the Party Committee of the Ministry of Finance.
In his opening speech, Party Secretary and Minister of Finance Nguyen Van Thang emphasized: The first Congress of the Party Committee of the Ministry of Finance took place in a special context, of great significance, both as a time to summarize the 2020 - 2025 term, and to determine the direction, goals and solutions for the next term, and at the same time contribute opinions to the document submitted to the 14th National Party Congress.
According to Party Secretary Nguyen Van Thang, in the recent term, despite facing many difficulties and challenges, the Ministry of Finance has achieved many important results thanks to the attention and direction of the Central Committee, the Government Party Committee and the Party Committees of the Bloc directly under the Central Committee, along with the solidarity and efforts of all cadres, party members and workers:
Party building work is enhanced; leadership capacity and fighting strength of the Party organization are enhanced;
Studying and following Ho Chi Minh's ideology, morality and style in conjunction with building and rectifying the Party according to the Central Resolutions of the 11th, 12th and 13th terms will become a disciplined process, creating positive changes in ethics, lifestyle, and sense of responsibility to set an example;
The organizational apparatus is streamlined, effective and efficient, reducing about 3,600 units (equivalent to 37.7%), in which 7 units are converted from the general department model to department-level units;
Institutional construction work has been promoted, promptly issuing or submitting for promulgation more than 670 legal documents;
The Ministry of Finance advises the Government on many solutions to control, repel the epidemic, recover and develop the economy, as well as major strategies and plans of the Party and State;
The Finance sector will build a stable, transparent and efficient financial system; effectively manage the vertical sector in the fields of: Taxation, Customs, State Reserve, State Treasury, Statistics and Social Insurance of Vietnam;
Solutions to reform the business environment and improve national competitiveness continue to be implemented, meeting practical requirements.
In addition to the achieved results, the Congress also seriously assessed the shortcomings and limitations in the recent term. The rate of state budget stimulus compared to GDP as well as the proportion of domestic revenue in total budget revenue have not yet met expectations. The progress of equitization of state-owned enterprises and divestment of non-sectoral investment is still slow, not meeting the requirements. The work of innovation, digital transformation and reforming new administrative procedures in the initial implementation stage is still limited in effectiveness, and has not created clear changes.
In addition, the progress of consulting on the development and implementation of a number of projects and reports in some units has not met requirements and is still slow compared to the plan. The work of propagating the Party's guidelines and resolutions, the State's policies and laws at some Party committees was not timely at times and did not achieve the desired results. In particular, the work of Party building and rectification, the work of preventing corruption, waste and negativity in some Party organizations in some cases are not serious, and violations still occur, affecting the reputation and fighting strength of the Party organization.
Party Secretary and Minister of Finance Nguyen Van Thang emphasized that the above limitations need to be discussed and analyzed carefully by the Congress, thereby proposing specific solutions to overcome them promptly and thoroughly in the coming term, ensuring stronger changes in all aspects of work.
